The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role as a Management Analyst 5 for our Information Technology (IT) Unit. This is a full-time, permanent position. -- Our mission at the Department of Corrections (DOC) is to 'improve public safety by positively changing lives'. For additional information about our agency, please visit (see application details) -- This position serves as the Information Technology (IT) division's expert on asset allocation and management, budget, and return on investments from an IT perspective. The position will analyze the IT budget and make recommendations that has impact agency-wide and to other state agencies. These recommendations impact funding decisions for mission critical IT projects that, if unfunded, would impact the department's ability to provide services to incarcerated individuals, and government partners. This position is responsible for the data that the department is required to enter into the Technology Business Management (TBM (Apptio)) system. This data is reported to the Office of Chief Information Officer (OCIO) and is utilized at the state level for legislative purposes that can impact how IT is funded throughout the state. Functions as the lead for IT division-level initiatives, department executive-level reporting, and provides consultation to the IT Management Team regarding IT budget issues. -- This position coordinates the preparation of the IT business plan, analyzes processes for potential Lean improvements, and develops proposals for the Chief Information Officer (CIO). Responsible for preparing and presenting complex management reports summarizing the analysis of available IT resources and the impact on planned schedules. Analysis and recommendations will frequently have a high impact on expenditures and budget planning in IT, the Department, and at a statewide level. Duties Key responsibilities of a Management Analyst 5 include, but are not limited to: Analyzes the division's $32M budget, including staffing levels and equipment and software purchases, and develops strategies and recommendations on the use of available resources to meet long range plans and the division's operating goals within budget constraints. Independently perform complex data research and analysis to identify and reconcile deficiencies and ensure Department compliance with requirements for the OCIO Technology Business Management (TBM (Apptio)) reporting. Works closely with DOC finance to ensure that the DOC chart of accounts aligns to the most current TBM taxonomy and cost pool definitions so that expenditure values are accurately reflected within the TBM service costing model. Manages the division's performance measures, including development, complex analysis, and accurate reporting. Independently researches and proposes new performance measures to more accurately reflect strategic initiatives as appropriate. Coordinates and analyzes the review and feedback of OCIO statewide policies and guidelines. Compiles the review feedback results, writes documents for executive management review, and provides the feedback directly to OCIO staff. Qualifications Required Qualifications: Associate's degree in business administration, public administration or a related field and four years of experience conducting research; analyzing policies, laws or regulations; monitoring and reporting results; or comparable combination of education experience. Analysis and Problem Solving: Analyzes and interprets statistical or other data and applies information to specific issues; assesses and determines risks. Strong quantitative and analytical skills for financial modeling and analysis. Proficiency using Microsoft Office software to create reports and analyze data. Expert level skills in formulaic logic such as MS Excel if statements, v lookup, pivot tables, macros, etc. Experience with establishing, maintaining, and reporting out on performance measures. Excellent communication and presentation skills to executive management audiences and ability to translate technical jargon into easy to understand, customer-friendly communication. -- Desired Qualifications: Use of the Apptio Application for Statewide Technology Business Management program.
