This position is located at Department of Corrections Headquarters in Tumwater, Washington.Our mission at the Department of Corrections (DOC) is to 'improve public safety'. For additional information about our agency, please visit (see application details) -- As the Budget Analyst 4 you will support and contribute to the mission by providing detailed budgeting analysis, development and monitoring of the Department of Corrections (DOC) operating budget, as well as accurate and timely data to executive management and stakeholders to make necessary financial decisions that impact the DOC.-- -- To be considered for this position, please attach the following to your online application: A detailed, chronological resume, and Letter of Interest that outlines how you meet the qualifications for this position A minimum of three (3) professional references with your application. Duties Key responsibilities of this Budget Analyst 4 include, but are not limited to: Analysis Reports Allotments and Control Totals Activity Recasting and Chart of Accounts Maintenance Salary Projection System (SPS) and HRMS Fiscal Impacts and Decision Packages Operating Systems Other duties as assigned Qualifications Required: Minimum of four (4) years of-- budget, including two biennial cycles with increasing levels of responsibility. Ability to analyze and interpret data, write clearly and concisely, deal practically and effectively with others in a staff relationship, prepare professional reports, and work on a variety of tasks with frequent interruptions. Preference will be given for state government budget experience with increasing levels of responsibility. At the BA3 Level In-Training for BA4 Level: Current or recent experience in a Budget Analyst 3 position and/or a minimum of two years of-- budget experience (one (1) biennial cycle/two fiscal years) of responsibility. Knowledge of state government budget and business management practices, to include analysis. Ability to analyze and interpret data, write clearly and concisely, deal practically and effectively with others in a staff relationship, prepare professional reports, and work on a variety of tasks with frequent interruptions. Preferred: A Bachelor's degree in business, public administration, accounting, economics, or statistics and five (5) to six (6) years of professional experience in budget, management or program analysis. Statewide financial systems: develops and demonstrates proficiency in using statewide financial systems, to include fiscal notes, BDS, and enterprise reporting. Create reports, decision packages, and fiscal notes. Enter data into these systems, conduct research to analyze behavior against budget plans. Proficiency: skilled Able to effectively handle unexpected situations that arise, resourceful in managing duties and attempts to develop solutions to problems you encounter or to seek appropriate assistance. Provides effective, efficient and timely customer service to clients outside and inside the agency. Skills ability for attention to detail and to multitask. Has the capacity to comprehend, learn, and retain volumes of budgeting information such as state laws, OFM policies and procedures, and DOC policies and procedures. Communication - verbal and written - demonstrate clear and effective communication skills when creating reports, research, or responding to customer service requests. Proficiency: skilled Ability to multi-task and meet urgent deadlines while maintaining regular responsibilities and workload. Financial Modeling: Has the capability to create, validate and explain financial models used for budget development. Proficiency: Expert DataCube: Familiarity with multi-dimensional pivot tables for fiscal management analysis. Proficiency: Expert Electronic mail: compose, send and respond to electronic mail. Skilled at using Microsoft Outlook functions such as calendars and meeting requests (creating and responding). Proficiency: Intermediate Use spreadsheet software, such as Microsoft Excel, to develop complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information. Create custom toolbars and chart types, and use data analysis tools. Proficiency: Advanced Use word processing software, such as Microsoft Word, to create, format, and edit tables, columns, and charts. Import data, sort table data, and perform calculations in tables. Insert and format sections, create headers and footers, and work with pictures and draw objects. Proficiency: Advanced Proficiency in operation of 10-key calculator, fax machine, copier, printer, and personal computer. Critical thinking - demonstrates ability to independently and creatively use judgment and critical thinking to interpret appropriate meaning and form conclusions necessary to resolve the problems or issues. This work may be done in the absence of clear guidelines or information.
