For additional information about our agency, please visit (see application details) -- The Opportunity: As the Classification and Case Management Administrator this position is integral to the agency's mission to improve public safety by positively changing lives by ensuring the accurate custody classification and appropriate facility placement of incarcerated offenders across the continuum of the agency's jurisdiction and authority, providing critical institutional and community safety. This position reports directly to the Senior Administrator, Reentry Division, and leads 11 FTE's, with two Band II managers as the highest position managed. Responsible for the development and implementation and direct oversight of several statewide policies, one International treaty in partnership with the U.S. Department of Justice, and the Interstate Corrections Compact, and a reciprocal contractual agreement between several states to manage incarcerated individuals within each state's respective correctional system. This position is the Department's subject matter expert in the custody classification of individuals under the department's jurisdiction in total or partial confinement and their facility placement, overseeing and maintaining the integrity and accuracy of statewide custody classification; inaccurate custody classification and/or facility placement of offenders could have extremely serious safety and security consequences to staff and the public, as well as high tort liability to the state. Serves as the department's direct liaison with the Governor's Clemency and Pardons Board and Attorney General's Office in providing case analysis and other relevant information critical to the decision-making process regarding sentence commutations and pardons. The Classification and Case Management Administrator frequently Chairs several Headquarters-level multidisciplinary classification committees, such as Headquarters Community Screening Committee (HCSC), Skill Building Unit (SBU), SSB 5064 Juvenile Board offenders,-- to determine appropriate custody level, facility placement and program referral for high-risk offenders, with a direct statewide impact to institution and community safety; the incumbent is a sitting member of inter divisional--committees and groups, often as the Senior Administrator's designee. This position is a key member of the Prison Capacity committee, providing valuable custody classification input and data critical to the agency's Strategic Plan and legislative reports.-- This position also serves as the operational lead for the design, development, implementation, and/or revision of the custody classification tools or components used to assess custody classification for the population as well as implementation of training in support of the assessment tool (s) and practices.-- This position collaborates daily with other units internally and major divisions in pursuing the agency's tactical and strategic goals by constantly evaluating current systems and processes in search of innovative and realistic, cost-effective alternatives, while maintaining the integrity of safety, security and sound correctional practice. Qualifications The successful candidate must have the following: A Bachelor's degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA). (Additional experience and application of offender classification and case management principles and practices will substitute year for year of education). -- Six (6) years of professional corrections/criminal justice experience with three (3) years of progressive--responsibilities at the supervisor and/or managerial level. -- Six (6) years or more of professional experience and application of offender classification and case management principles and practices. ---- Knowledge, Skills, and Abilities: Experience monitoring policy application. Professional experience with interpretation and application of DOC policies and applicable CBA's, Civil Service Rules, RCW, WAC and judicial procedures. Ability to motivate, organize and supervise professional staff. Ability to communicate effectively, including written and oral. Ability to analyze current system process, identify issues, evaluate solutions, improve processes and follow up to determine effectiveness.
