Special Note
This is a full-time, overtime-exempt position on the Olympia campus
of The Evergreen State College. This position is an "at-will"
appointment, exempt from Washington State Civil Service rules and
the Fair Labor Standards Act overtime requirements.
Position Purpose
This position serves two primary purposes: supporting international
students as they navigate a uniquely interdisciplinary liberal arts
college and supporting faculty and students planning for extended
learning experiences abroad. The goal of the international programs
office is to provide excellent support for meaningful engagement in
intercultural exchange while centering equity and cultural
understanding as core values. International students are drawn to
Evergreen's distinctive liberal arts structure and Evergreen
students studying abroad value our unique community-oriented
program. Hundreds of our students have received Gilman Scholarships
to support their overseas study, and Evergreen is one of the
highest-ranking smaller schools in Peace Corps participation.
This position leads, designs, and manages advising and services to
meet the needs of Evergreen students studying abroad and
international students attending Evergreen. The incumbent works
closely with faculty, the Dean of International Students,
Admissions, Financial Aid, and other college staff, as well as
external partners. The position manages systems for maintaining
student records and creating reports as required by college, state,
and federal policy for students on non-immigrant visas. This
position manages student services support to faculty planning study
abroad within Evergreen's academic programs and takes the lead on
response to student emergencies abroad, keeping college officials
appropriately informed and providing information and direction to
students, faculty, and consortium partners. The incumbent provides
leadership and consultation for Evergreen's consortium and exchange
programs, represents the college to internal and external
constituencies, including U.S. federal agencies and representatives
of foreign governments and agencies, and works with other college
leaders to create and implement policies for the recruitment and
retention of students within the scope of International Programs
and Services.
Nature and Scope
This position reports to the Director of Academic and Career
Advising and supervises a full-time support staff member. Academic
and Career Advising is a functional area within the Inclusive
Excellence and Student Success (IESS) division. As such, this
position contributes to collective visioning, goal-setting,
delivery, and assessment of services within IESS, which also
includes First Peoples Multicultural Trans & Queer Support
Services, Access Services for Students with Disabilities, and TRiO
Student Success and College Access Programs. In addition to
advising international students and students studying abroad, the
incumbent assists College Admissions in the recruitment of
international students, providing support to Admissions counselors
at international student recruitment fairs, and offering
consultation regarding international student processes.
Essential Functions
General Duties
*Design and implement systems to inform and advise current and
prospective students regarding study abroad.
*Design and implement systems to orient and advise international
students regarding academic planning, problem-solving, and federal
regulations impacting their academic choices at the college and
after graduation.
*Direct the development and delivery of workshops on academic
planning, study abroad, internships, and scholarship and fellowship
opportunities connected to international study.
*Provide information and training to staff and faculty regarding
study abroad and international student advising and resources.
*Work with administrative leaders to develop college policies
regarding international study, official college international
exchange partnerships, consortium agreements, and scholarship
programs for students.
*Supervise the work of support staff, including interviewing,
providing training and staff development, conducting performance
evaluations, taking corrective counseling and/or disciplinary
action, making work assignments and scheduling decisions, managing
overtime, and acting on leave request and work certifications.
*Work closely with the Office of Admissions to facilitate the
recruitment and welcome of new international students.
*Develop and maintain understanding of curricular offerings,
particularly programs with international studies components.
*Manage program budget and monitor revenue from study abroad
administration fees and international student services fees; assist
in reassessing and updating international programs fees on an
annual basis.
*Keep faculty, staff, and college administrators informed of
current best practices in international education.
*Develop and maintain an understanding of the work of other college
units and make appropriate referrals.
*Develop and maintain current and comprehensive understanding of
government laws and regulations, as well as college policies
pertaining to international students, and provide explanation of
these policies to students, staff, faculty, and the public.
*Design and implement systems to maintain complete and accurate
student records as required by the college and the federal
government.
*Develop and maintain content for the International Programs
website in collaboration with the college web team and the Director
of Academic and Career Advising.
*Provide comprehensive internship advising to students, with a
particular focus on study abroad opportunities and curricular
practical training for international students.
*Serve as case coordinator and/or consultant for study abroad and
international students of concern and inform college officials
about students' well-being.
*Provide leadership in college-wide work groups to increase
recruitment and retention of students and advance the international
education mission of the college.
*Participate in staff meetings, retreats, and ongoing professional
development activities.
International Student Support
*Maintain a current record of all international students admitted
to and studying at Evergreen, including emergency contact.
*In coordination with Admissions, provide necessary information to
admitted international students prior to their arrival at
Evergreen.
*Advertise and conduct new student orientation, advising, and
hospitality activities for international students in collaboration
with other college staff.
*Serve as coordinator of college services in the event of a student
emergency.
*Serve in the Primary Designated School Official/Designated School
Official role as needed with regard to F-1 Student programs,
assuring access and use of the federal government's Student and
Exchange Visitor Information System (SEVIS).
*Serve in the Responsible Officer/Alternate Responsible Officer
role as needed with regard to J-1 Exchange Visitor programs,
assuring access and use of SEVIS.
*Lead/assist in the biannual recertification process (F-1) or
re-designation process (J-1) as needed.
*Maintain an understanding of current immigration and visa
regulations pertaining to international student advising; provide
training for other staff as needed in these areas.
*Collaborate with the Admissions staff who work with international
recruitment and credentials evaluation in support of international
students' needs; represent IESS in strategic recruitment
discussions and planning.
*Ensure that students have appropriate information, support, and
documentation to conduct Curricular Practical Training, Optional
Practical Training, and/or Academic Training if they are
eligible.
*Work with appropriate parties to facilitate the timely processing
of scholarship funds.
*Oversee contracts and processes with service providers to
international programs, such as international student insurance and
database management, etc.
*Remain informed about current Homeland Security
requirements/concerns as related to international students at
Evergreen; provide training and information to others as
needed.
Study Abroad Support
*Develop and disseminate information on Evergreen policies and
procedures for study abroad.
*Remain informed of current State Department regulations and global
travel restriction resources and student responsibilities.
*Provide comprehensive individual and group advising and
information for students planning to study abroad, including
required pre-departure orientation workshops and materials.
*Inform students about financial aid and scholarship options
specific to studying abroad, with specific emphasis on providing
Gilman Scholarship support to eligible students.
*Collaborate with Dean for International Studies and participating
faculty on current or prospective exchange programs.
*Serve as a college liaison for study abroad consortium programs,
in collaboration with the Dean for International Studies.
*Serve as advisor and exchange coordinator for the Consortium for
Innovative Environments in Learning (CIEL), a domestic "study away"
consortium among thirteen U.S.-based institutions.
*Ensure that students understand their financial obligations,
payment processes, and deadlines with regard to external consortium
programs.
*Develop and maintain study abroad resources, including web
information, bulletin boards, library resources, printed materials,
etc.
*In collaboration with the Dean of International Studies, serve as
Evergreen's primary advisor in the recruitment, application, and
review processes for Fulbright, Boren, Marshall, and other
International Merit Scholarships.
Other Duties
*Provide appropriate back-up training within the unit to ensure
sustained support for international and study abroad programs.
*Attend regional or national professional conferences, such as
NAFSA, AWISA, FORUM, or others, as permitted by budget.
*Represent Evergreen at scheduled Council of Presidents meetings
focusing on study abroad or international student issues.
*Participate in college governance activities, as appropriate for
time and applicability to areas of expertise.
*Participate in periodic performance evaluation, which may include
a self-evaluation.
*Other duties as assigned by the Director of Academic and Career
Advising.

*Ability to interact well across age, race, ethnicity, class,

religion, veteran status, and political differences.
*Comprehensive understanding of the barriers historically
underrepresented students face in higher education and extensive
skills in supporting these students throughout their educational
experiences.
*Knowledge of and ability to interpret federal laws, rules, and
regulations and college policies regarding international study.
*Knowledge of and ability to advise on issues related to
international study, such as visa regulations, cultural adjustment
processes, emergency protocols, legal issues, etc.
*Knowledge of current best practices in international
education.
*Excellent supervisory skills and abilities, including efficacy in
training and directing the work of others, evaluating performance,
and addressing job performance issues.
*Ability to manage the program budget.
*Ability to work under pressure and handle competing priorities
among tasks requiring a high degree of accuracy and attention to
detail in a busy student services office environment with
continuous student contact.
*Ability to clearly explain and act in accordance with the terms of
FERPA regulations for protection of student records.
*Understanding of and appreciation for higher education, liberal
arts, and Evergreen's resources and educational philosophy.
*Ability to work independently with initiative, timeliness, and
follow-through.
*Strong skills in word processing, working with spreadsheets and
databases, and communicating and doing research online.
Minimum Qualifications
*Master's degree in counseling, education, social work, student
affairs/student personnel, international or intercultural studies,
or other appropriate field.
*Two years of full-time experience working with international study
programs and/or international students in an academic setting.
*Three years of full-time experience providing student support
services (e.g., academic advising, career counseling, financial
aid, admission, or other direct service work with students) in a
higher education setting.
Desired Qualifications
*Supervisory experience.
*Intermediate written and verbal fluency in a language other than
English.
*Experience studying or working abroad.
Conditions of Employment
*Must provide proof of identity and employment eligibility within
three days of beginning work.
*Prior to a new hire, a background check including criminal record
history will be conducted. Information from the background check
will not necessarily preclude employment but will be considered in
determining the applicant's suitability and competence to perform
in the position.
*Prior to an official offer of employment, a Declaration Regarding
Sexual Misconduct form must be submitted to the college per RCW
28B.112.080. The college will contact current and past employers to
verify this information. Applicants who provide inaccurate
information in their declaration will be disqualified and, if the
inaccuracies are discovered after the applicant has been hired, it
shall be grounds for termination.
