Job Description:
The Washington Health Benefit Exchange is a public-private
partnership that operates the WAPlanfinder mobile app and
Washington Healthplanfinder, the eligibility and enrollment portal
used by one in four Washington residents to obtain health and
dental coverage. Through Washington Healthplanfinder, individuals
and families can compare and enroll in health insurance coverage
and gain access to financial help and public programs like
Washington Apple Health.The mission of the Exchange, a state-based
marketplace, is to radically improve how Washington residents
secure health insurance through innovative and practical solutions,
an easy-to-use customer experience, our values of integrity,
respect, equity and transparency, and by providing undeniable value
to the health care community.The Exchange is also committed to

barriers to seek, find, and use their health insurance coverage.

achieve their full potential. SUMMARYThe Cloud Infrastructure
Manager position manages the Cloud (IaaS, PaaS, and SaaS) Solutions
and on-premise Network, Systems and Server Infrastructure for HBE,
leading efforts for network and system designs, engineering, and
planning including hybrid and cloud-only designs. This position
leads and facilitates system design improvements to the
HealthPlanFinder (HPF) system and services using cloud IaaS, PaaS,
and SaaS services. These efforts support end-user technologies for
HBE, which includes Cloud System Engineering and administration,
Network Engineering and administration, asset management, and other
end-user services duties as defined by leadership. In addition,
specific responsibilities to help support HPF include working
closely with the HPF vendor and hosting provider to recommend and
help architect solutions, identify monitoring needs, and helping
coordinate any infrastructure-related activities with other HPF
external business partners. The position must establish and
maintain network related standards, architectural designs and
planning efforts, effective working relationships, with staff at
all levels in the Exchange, state agencies, vendors, agents, and
others as needed.DUTIES AND RESPONSIBILITIES--- Lead the Cross
divisional HPF Infrastructure Scrum team.--- Supervise and Manage
the Network and Server team to include: o Setting daily tasks and
work items for the team. o Mentoring and building junior team
members. o Work with Manager to setup annual goals for team members
and reviewing progress. o Providing timely feedback on behavior,
tasks, and work efforts. o Coordinate schedules and approve leave.
o Perform annual assessments for team members. o Manage the Kandan
for projects and tasks.--- Leads network engineering and
administration to include: o Site to site VPN tunnels creation and
administration. o Router and switch configuration and deployment. o
Creating firewall zones, Vlans, and subnets based on organization
needs. o Wireless deployment and administration. o WAN circuits and
connections. o Deploy and manage Network monitoring. o Setup and
manage deep packet inspection.--- Set standards and manage the
server room for the organization to include: o Rack and cable
equipment. o Set the standards and procedure for how equipment is
deployed. o Monitor and audit the equipment.--- Leads Cloud network
architecture and engineering to include: o Designing network
topology and traffic flow for cloud-based systems based on
micro-segmentation and zero trust models. o Create secure network
designs that meet or exceed regulatory and organizational needs. o
Manage load balancing and other network virtual appliances. o
Setup, monitor, and create rules on web application firewalls (WAF)
for internet-facing applications.--- Leads the team that sets up
and manages the Enterprise Cloud Platform subscriptions for the
entire organization o Setup cloud subscriptions and manages network
access o Manage cost and cloud health for all cloud hosting
platforms o The setup and configuration of all IaaS, PaaS, and SaaS
o Managing workloads and automation of systems--- Engineer, manage,
and maintain web servers and application servers by managing
systems to include: o Developing deployment methodologies. o
Creating baselines and standards based on expertise, best
practices, regulatory, and policy needs. o Troubleshooting root
cause issues and problems. o Managing certificates. o Consulting
and engineering systems based on customer needs. o Creating a
system and network architecture documentation.--- Design and Lead
the cloud and server environment to include: o Creating procedures,
standards, and baselines for system administrators. o Creating
server images and system builds using baselines. o Managing and
engineering virtualization technology to support server needs. o
Planning lifecycle activities and coordinating the replacement of
physical equipment. o Investigating current and future technologies
and suggest use cases.--- Analyze and resolve complex business
and/or technical problems within assigned discipline. --- Manage
vendor resources in the operations and maintenance of the HPF
system.--- Function as a consultant for the HPF infrastructure
architecture designs, plans, and direction. --- Collaborate with
other stakeholders to develop effective processes and communication
strategies for alerting, escalation, automation, reporting, and
event correlation around HPF. --- Assist with the creation of
incident response procedures.--- Respond to security and system
incidents based on organization policies and procedures and
industry best practices.--- Develop and document configurations,
processes, and procedures for implementing and maintaining the
network and system infrastructure. --- Use industry best practices,
regulatory requirements, and policies to create standards and
configuration baselines.--- Learn and understand the
industry/market best practices and incorporate them seamlessly into
day-to-day operating processes.--- Administer and help maintain the
IT systems as a whole.--- Work with third-party vendors and
partners to notify and alert all relevant stakeholders when issues
and outages are identified during key business hours.--- Create and
maintain moderately complex scripts, script components, and
applets/small applications. --- Make recommendations to other
engineers for changes to existing scripting standards.--- Ensure
timely, accurate, and quality execution of all deliverables.---
Other duties as assigned. QUALIFICATIONSRequired:--- Bachelor's
Degree in information technology, computer science, or technology
related field AND five years of progressive experience in an
advanced technical role. o Note: Qualifying experience may
substitute year for year for education--- At least three years of
enterprise infrastructure administration experience to include:o
Experience with cloud-based solutions using IAAS, PAAS or SAAS on a
large-scale cloud provider (AWS, Azure, etc.).o Experience with
Office 365 administration and maintenance.o Experience with SOA and
environment separated system designs based on technology and
activities.o Experience with central user authentication and
authorization with the single sign-on.o Experience with enterprise
Windows and Linux administration (File Servers, FTP, Certs, etc.).o
Experience with meeting and implementing regulatory, security, and
policy requirements.--- At least two years of enterprise network
administration and engineering experience.--- At least two years of
application support using IIS, Apache, or similar webserver/hosting
products.--- At least two years of experience supervising or
managing IT teams of two or more staff. Demonstrated ability to
grow junior staff into seasoned engineers and leads--- Experience
with a virtualization platform for server deployment --- Experience
with following and drafting IT procedures.--- Experience with IT
equipment deployment.--- Experience with Database technologies and
a general understanding of object-oriented coding.--- Strong
advanced troubleshooting skills with the ability to analyze logs,
systems changes, and system health for the root cause.---
Experience developing and documenting business processes and
workflows.--- Excellent verbal and written communication skills and
strong client-service orientation.--- Ability to prioritize and
manage multiple projects simultaneously and follow-through on
issues in a timely manner.--- Cultivates a passion for emerging
technology and new products--- Motivated self-starter with the
initiative to take independent action and accept responsibility for
your actions.--- Creatively and proactively problem solve; must
possess the ability to make independent decisions and judgments
about work priorities.--- Strong interpersonal skills; ability to
work with all levels of internal management and staff, as well as
outside clients, vendors, diverse populations, stakeholder groups,
and customers.--- Well organized, flexible, proactive, resourceful,
and efficient with strong attention to detail. Desired:--- Cloud
certifications for AWS, Azure, or Google Cloud.--- Experience with
enterprise logging and monitoring tools and systems.--- TOGAF,
ITIL, Microsoft, Cisco, AWS, or other industry-recognized
certifications.--- Experience in the government and/or health care
fields with exposure to marketing, public relations, public
affairs, or closely allied disciplines.

INFORMATIONThe posted salary is the new hire range of
consideration. Full salary range is from $93,049 - $139,019. Offer
will depend on qualifications.WORKING CONDITIONSCore business hours
are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel
requirements will be limited to local travel, however there may be
occasions were an employee is required to travel and work irregular
hours to attend meetings or trainings. Duties of this position
require the use of standard office furniture and equipment (e.g.
desk, filing cabinet, computer, printer, telephone, fax machine,
copy machine, etc.). The working conditions and physical demands
