Credit- Larry James The Department of Fish and Wildlifes Rules Coordination Unit is reaching out to fill one (1) full-time permanent Management Analyst position to serve as the subject matter expert on regulatory matters that are complex and an integral part of the agencys Rules Coordination Unit. This opportunity is located at our headquarters in Olympia, Washington. This Management Analyst position supports WDFWs mission by delivering accurate, timely, careful and well-crafted regulatory analyses that inform agency decisions and meet statutory requirements. This position reports to the agencys rules coordinator. Regulatory matters are complex and require the incumbent to exercise sound judgment regarding rules, procedures, and processes. DUTIES: Credit: Tina McKail KEY DUTIES AND POSITION OBJECTIVES: Creates, compiles, and manages the agencys rule-making docket and official rule-making files. Collaborates with the agencys Information Technology Division to ensure that electronic management of records occurs in an efficient and transparent manner, and that agency rule-making files are available for timely public inspection. Coordinates with the agencys webmaster to ensure timely updates to the agencys rule-making docket and posting of agency rule-making activities on the website. Coordinates with Information Governance Unit to assure transparency with rule-making processes and timely response to rule-making information requests. Coordinates and collaborates with Program Rules Coordinators and subject matter experts on the development, amendment and management of rule-making processes. Reviews, edits and assists in regulatory analyses of preproposals, proposed rules, expedited rules, final rules, and emergency rules as required under the Administrative Procedures Act. Provides research in support of proposed agency rules, reports, and legislation; presents results in well-organized and readable documents. Assists with finalizing rule filings, securing review and approval from program staff, as appropriate. Provides rule-making support on behalf of the agencys Rules Coordination Unit. Provides research, information, and analyses in support of rule-making related litigation matters. Provide centralized support for agency rule-making activities, which may include gathering and analyzing information regarding potential effects of agency rule-making activities. Ensures that timelines are developed and communicated, assumptions are documented, and terminology is consistent. Assists with ensuring compliance with Regulatory Fairness Act (RFA) requirements for rulemaking, and coordination with agency State Environmental Policy Act (SEPA) Coordinator; coordinates with agency program staff and the Office of Regulatory Innovation and Assistance for RFA support; ensures rule-making public comment overlaps with SEPA public comment period. WORKING CONDITIONS: Schedule: Monday Friday, 40 hours per week with some flexibility for alternate schedules. Travel Requirements: Occasional travel for meetings. QUALIFICATIONS: REQUIRED QUALIFICATIONS Education and Experience Bachelors degree involving major study in public administration, natural resource management or a closely related field Or Four years of related professional experience may substitute for a bachelors degree provided the degree and coursework is in public administration, natural resource management or a closely related field. AND Three years professional experience with an organization engaged in natural resource management. Experience must include: Ability to organize and prioritize daily workload Working with complex resource management issues Ability to communicate technical information to diverse audiences Masters Degree in a related field will substitute for one year of professional experience Competencies Attention to details Ability to collect, analyze, and present data Ability to work as part of a team Excellent oral and written communication skills Preferred Qualifications: Masters Degree in a related field.
