What you will be doing:The Facility Professional Services Division (FPS) is seeking a Public Works Contracts Manager to lead a team of 10-15 contracts specialists responsible for the administration of public works contracts, consultant design contracts and energy performance contracts for the Engineering & Architectural Services (E&AS), Planning and Project Delivery (PPD), and the Energy programs. This position is critical to the mission of these programs by performing a vital role in adhering to public works contracting law and standard public works contract management processes and procedures. In this role, you will serve as a liaison between the Assistant Director of FPS and other agencies, program staff members, FPS managers, executive management clients/customers, the Legislature, stakeholders, other agency staff members, and the public. Who we are looking for:The ideal candidate will have the following proficiencies:Will be an outstanding leader. The Contracts Team is made up of 10-15 contract specialists who are looking for a leader who will listen, coach and mentor, support and protect their best interests, provide clear direction, and hold people accountable.Will be an effective manager. The ideal candidate must be able to effectively assign and track work, monitor progress and workload, establish performance measures, write/update policies and procedures, set expectations and evaluate performance.Will be an expert in Public Works contracting. The ideal candidate will have seasoned experience in the management of all phases of capital construction and a working understanding of the principles and practices of public works contract administration including planning, budgeting, design, and construction of a wide variety of facilities.Will be knowledgeable of state statutes and policies affecting architecture, engineering, energy, planning, cost control, and construction contracting. They will also possess the analytical skills necessary to evaluate proposed legislation for potential impacts to the division, the state, and the design and construction industry.Will be capable of making hard decisions. As the Public Works Contracts Manager, you must be capable of making critical decisions and recommendations affecting the design, construction, and schedule of a major portion of the state's capital construction program and the long-range strategic goals of the division.Must be an excellent Communicator. This position must be able to analyze and understand complex technical issues, and communicate the key concepts, legal obligations and alternatives to non-technical staff and decision makers. This position must be able to write policies and procedures for contract administration. Maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce.Analyze proposed legislation for impacts to DES, client agencies and the construction industry. Determine the effects of the legislation on our contracts, and bidding processes, and write reports to inform agency leadership.Develop internal guidelines, policies and procedures for department staff relating to public works bidding, and contract administration. Develop internal guidelines, policies and procedures for professional consultant selection, and consultant contract administration. Serve as an advisory to DES for public works contract issues with other state and federal agencies, as well as local jurisdictions.Plan, lead, organize and manage the contractual issues addressed by the agency for its public works construction program. Ensure timely and accurate responses to contractual issues for capital projects, interagency agreements, and operational contracts. Develop, monitor and improve performance and accountability measures.Ensure that capital construction contracts, design agreements, performance contracts, personal services and purchases are conducted in a manner that is consistent with applicable state laws.Manage statewide on-call consultant contracts for professional design and space planning services required by state agencies.Provide problem analysis, mentoring and consultation to DES and other state and local jurisdictions, statewide on contractual issues.Provide expertise and leadership in DES' efforts to find efficiencies and improved business practices as they apply to contract activities. QualificationsRequired Qualifications: A Bachelor's Degree in a public works contracting related field such as engineering, architecture, construction management or business administration. OR Equivalent experience in public works contract administration. Required Knowledge, Skills, and Abilities:A working understanding of the principles and practices of public works contract management including planning, budgeting, design, and construction of a wide variety of facilities and knowledge of state statutes and policies affecting architecture, engineering, energy, planning, cost control, and construction contracting.Ability to communicate effectively with a staff of experienced professional engineers and architects and with a wide variety of client agencies, design professionals, and construction contractors.Negotiating and communication skills are required in interfacing with senior level management, building officials, regulatory agencies, legislative staff, and the news media.Capable of making critical decisions affecting the design and construction of a major portion of the state's capital construction program and the long-range strategic goals of the division.Seasoned experience in the management of all phases of the state's capital construction program.Knowledge of construction contract administration, design service costs, construction costs, government capital budget procedures, and estimating building construction costs.Knowledge of statutes pertaining to state public works. Preferred/Desired Education, Experience, and Competencies:Demonstrated skill in public works contracting.Demonstrated skill with writing contract specifications and contract management.Familiar with Washington State legislative processes.Familiar with LEED--- objectives and practices.Skilled in negotiation and mediation techniques.Advanced principles of management, including personnel, budget staffing, long-range strategic, tactical, and business planning, and construction project planning.The education skills and managerial abilities, which mirror those of owners and key principles in major construction corporations in the country are highly desired.Proven ability to achieve excellent results with little need for oversight.Ability to accept personal responsibility for the quality and timeliness of work.Ability to earn the trust, respect, and confidence of co-workers and customers through consistent honesty, forthrightness, and professionalism in all interactions.Use of strategic thinking to evaluate proposed actions and timelines against organizational mission and values.Proficient use of Microsoft PowerPoint and Excel.
