Grants Management - Senior AssociatePosition Summary:Grant Thornton is seeking a Senior Associate to join its Risk practice and take an active role in engagement execution, project management and key business development activities.Grant Thornton's Public Sector helps executives and managers at all levels of government maximize performance and efficiency in the face of ever tightening budgets and increased demand for services. Our public sector team members find solutions that help government leaders with issues including acquisitions, financial management, human capital, information technology and performance management in federal, state, local and international governments.Essential Duties:The grant management process follows a linear lifecycle that includes creating the funding opportunity, examining eligibility criteria, executing the award decision, and assessing the recipients post award compliance and performance.The specific duties include:Assist with the Pre-Award process for Applications and eligibility reviews Assist during the Award phase and the communications of decisions and notificationsAssist with the Post-Award process: Implementation, monitoring, project management, reporting, and closeoutHelp review policies and procedures (eligibility, application requirements, award criteria, sample selection of formula and competitive grant methodologies, monitoring, reporting, etc.) to identify gaps and provide recommendations to remediate.-- Assess funding to state & local from the Federal level (CARES Act & American Rescue Act Plan) for compliance.-- Assess the grants management framework, control activities and workflows Evaluation of recipient performance, to include but not limited to: Evaluate a select sample of grant recipients to determine evidence-based performance and compliance outcomesReview of grant recipient programmatic and financial compliance with applicable laws, rules, regulations, and policies.-- Comment on claimed expenses for allowableness, reasonableness, allocable, validation.Meet or exceed targeted billing hours (utilization).Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.Qualifications:--3+ years of experience with Grants management assessment and Grant recipient performance reviews. Bachelor of Science degree. Accounting preferred.Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.U.S. citizenship may be required. Ability to work in the United States indefinitely required.Travel may be required.Ability to work overtime required on occasion.Ability to sit in an office environment for long periods of time.Ability to obtain and maintain a security clearance.Ability to communicate clearly in writing and verbally.Ability to obtain and maintain firm independence and abide by firm ethics requirements.Meet or exceed continuing professional education (CPE) requirements.Full time
