About the Division: -

The Washington Health and Human Services Enterprise Coalition (HHS Coalition) is a multi-organization collaborative that provides strategic direction and federal funding guidance for information technology projects that have cross organizational or enterprise impact. Members of the Coalition are the Department of Children, Youth, and Families (DCYF), Department of Health (DOH), Department of Social and Health Services (DSHS), Health Benefit Exchange (HBE), and Health Care Authority (HCA), with the Office of the Chief Information Officer (OCIO) and the Office of Financial Management (OFM) as ex-officio members.

Within the HHS Coalition, there are a subset of projects that are HHS Enterprise-wide Projects. The Master Person Index (MPI) Project is an Enterprise-wide project, supporting the development of identify management across HHS programs and systems. This project is expected to last through June 2023. The MPI is essential to optimize individuals' access to services throughout their continuum of care and for effective program planning, program development, program delivery, program integrity, analysis, and the ability to capture an individual's entire continuum of care.

This position resides within the Enterprise Technology Services (ETS) division at HCA. - ETS develops and provides all Information Technology services and solutions throughout HCA and externally with partner agencies (DSHS, DOH, Health Benefits Exchange, LNI, DCYF and DOC).

About the position:

The Enterprise Master Person Index Governance Manager is a senior level managerial professional responsible for establishing and managing the critical development, approval, implementation and operationalization of the HHS Coalition Enterprise Master Person Index (MPI) governance model. In conjunction with the project manager, the position will lead inter-organization MPI project team activities essential to the implementation and management of the HHS Coalition enterprise MPI. This position provides strategic direction to the governance process as well as subject matter expertise in program development and management, process mapping and development, and process and outcome

measurement.

This position is eligible to telework and is typically not required to report on-site.Some of what you will do: -

This position requires in-depth knowledge of and skill with the development and communication of program, governance and technical strategies that align with Coalition Agency goals. This position requires broad experience, including management, analytical, technical and quantitative skills, political sensitivity, personal resourcefulness, and the ability to work with senior managers and consultants across organizational boundaries. The incumbent must be able to manage multiple high priority assignments and resources concurrently, taking initiative to resolve problems and recommend alternative approaches when appropriate.

The incumbent will serve as the senior governance and stakeholder professional in the highly specialized emerging area of HHS Coalition business program areas and will perform the following duties and responsibilities:

* Serve as a "MPI governance manager" meaning this position will be both responsible and accountable for a cross agency team gathering critical MPI information and facilitate decision making through established Coalition processes.
* In coordination with HHS Coalition organizations data management functions, facilitate the identification and early potential development of policies and procedures related to data management, internal data use, external data sharing and reporting.
* Support change management process in alignment with MPI governance process.
* Support the identification and establishment of necessary security policies and privacy standards at an agency and statewide (inter-agency) level for managing sharing and storing MPI information and, associated MPI governance practices.
* Translate strategic plans into tactical steps and queue decisions for MPI implementation, operations and maintenance and weigh strategic direction in making tactical decisions.
* Coordinate identification of business, system and infrastructure impacts and changes with affected HHS Coalition participants.

Required Qualifications: -

* Bachelor's degree in Public Policy, Business/Public Administration, Computer Science or closely related field.

AND

* Five (5) years of consultative, administrative, or supervisory experience working in an environment with diverse stakeholders / governances.

OR

* Associate's degree or completion of an accredited vocational training program in public policy, business/public administration, computer science or related program

AND

* Seven (7) years consultative, administrative or supervisory experience working in an environment with diverse stakeholders / governances to collaborate and transform common business processes or, facilitating troubleshooting / problem resolution.

OR

* Five (5) years -as a Management Analyst 5 or Information Technology Journey (or Systems Specialist 4 or as an Information Technology Application Specialist 4 or equivalent or higher) with:
* Consultative, administrative, or supervisory experience performing proactive intervention and/or providing solutions having statewide or precedent setting impact regarding data sharing analysis, business processes troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.



A Master's degree will substitute for one year of the required experience except for the specified Management Analyst 5 or Information Technology Systems Specialist 4 or equivalent of higher requirement.

* Ability to effectively manage multiple priorities and produce quality work product on tight deadline schedule.
* Ability to matrix-manage and influence staff in positive and proactive ways that are assigned to Health IT technical projects.
* Knowledge of the Systems Development Life Cycle (SDLC) methodology and the ability to manage a technical organization according to SDLC principles.

Required Competencies: -

* Develop and facilitate forums for Organizations and people to come together and transform public services that create new value, working through issues and get to an end product.
* Broker new agreements, unit diverse stakeholders around a common purpose, focused effort, disciplines approach and establishing a compelling vision.
* Develop and encourage governance collaboration. and products, perform Health IT research, develop and implement projects and studies for applying Health IT, particularly involving electronic health records, clinical decision support, electronic prescribing, health information exchange, clinical and methodological research and other related Health IT areas.
* Project management, process improvement and/or organizational change management skills.
* Ability to communicate effectively across a broad spectrum of managerial, administrative and professional staff, including the ability to write clearly and translate technical documentation to non-technical audiences.
* Commitment to quality, diversity and public service values including a demonstrated commitment to providing superior customer service.

Understanding of technical healthcare infrastructure and its relevance to the implementation of the Master Person Index (MPI) concepts surrounding electronic health / medical records. Emphasis on current issues in healthcare, delivery systems, patient privacy, security, data mining/informatics, clinical vocabularies, project management and decision support.

Advanced understanding of:

* Methods of planning and implementing MPI / Health IT processes / program practices
* Determining the benefits and value of MPI / Health IT, use of information technology, networks, connectivity, hardware, software, interoperability and standards
* Fiscal and legislative matters related to MPI / Health IT, sustainability strategies, use and understanding of research methods; methods for addressing issues raised by institutional boards (including protection of the privacy and confidentiality of patient level research); compliance with regulations.
* Methods related to change management, and application of research-based findings in practice for MPI / Health IT

Desirable/Preferred Qualifications: -

* Ability to effectively manage and operate websites and collaborative portals.
* Ability to establish and operate knowledge management databases and related capabilities.
* Ability to perform business program requirements analysis.
* Understanding of privacy and security regulations.
* Understanding of fundamental Business Architecture.
