Job Description Telecommunications General Manager
(Construction) Reports to MCEC Chief Operating Officer
Summary/Objective The Communications general manager will plan and
supervise fiber optics construction projects in the technical
communications field using effective communication, scope
determination, estimating, negotiation, scheduling, tracking,
subcontract management, document control, and forecasting of costs
and profitability. Manage teams of professionals from different
disciplines and ensure projects are completed on time and within
budget. Essential Functions Reasonable accommodations may be made

functions. Develops strategic relationships for continued business
development. Leads the formulation of comprehensive proposals in
conjunction with team members and various functional groups. Leads
the estimating team to develop project budgets and price estimate
using standard models. Leads other business development associates
in developing project plans, defining roles and responsibilities
and the scope of work for each project with input from sponsors,
project leaders, principal investigators, and functional groups.
Draft the narrative that ties the project components together and
package and assist in presenting the proposal to the sponsoring
agency. Communicate back to internal groups the outcome of the
negotiations/proposals focusing on conveying the expectations set
forth for each group, i.e., clear details, critical timeframes, and
expectations. Collaborate with the operations finance group to
evaluate project performance and to recommend/implement refinements
and improvements of all components of operations. Collaborate with
the operations finance group to develop annual budgets, monthly
financial statement, and track/monitor cash flow. Track and report
on the status of all proposal components providing excellent
oversight and management to bring the projects to successful
completion. Establish and maintain on-going client relationships
with the various parties to anticipate and resolve potential
problems. Participate in site visits. Develop and participate in
activities needed to support the management functions of the team.
Prepare reports and presentations to ownership ensuring
transparency of operations successes and shortfalls. Maintain
liaison with local community, industry organizations & regulatory
bodies to stay abreast with such groups who impact upon the
business Ensure compliance requirements are met including
implementation of MCEC guidelines, completion of required training,
and monitoring compliance. Proactively manage safety and health
initiatives to continuously improve performance and promote the
highest level of safety in the fiber optic and construction
business Develop and implement strategic plans and goals for

operates in a professional office environment. This role routinely
uses standard office equipment such as computers, phones,
photocopiers, filing cabinets and fax machines. Physical Demands

this job, the employee is regularly required to talk or hear.
Position Type/Expected Hours of Work This is a full-time position.
Hours may vary based on business needs. Travel Travel is primarily
local during the business day, although some out-of-the-area and
overnight travel to attend meetings at jobsites, with clients and
for trainings. Required Education and Experience Bachelor---s
degree in Construction Management, Mechanical, Communications
Engineering Degree or Business Management Degree. Minimum of seven
years--- experience in Construction Management with a focus on
commercial, industrial and government projects from initial
programming through construction completion. Minimum of five
years--- experience in Project Management. Working knowledge of
Communications Industry as it pertains to the construction of
infrastructure related activities below ground and aerial.
Experience using Microsoft Office including Excel and Outlook,
Construction and Estimating software programs. Valid Drivers
License and satisfactory driving record. Preferred Requirements
Experience as an estimator. MBA
