The Project Manager provides support to the Department of Health and Human Services (HHS), Office for Civil Rights (OCR) for Project Management Services. This position provides overall Project Management support to various nation-wide locations in support of its mission. Locations include Washington (DC), Boston (MA), New York (NY), Philadelphia (PA), Atlanta (GA), Chicago (IL), Dallas (TX), Kansas City (MO), Denver (CO), San Francisco (CA), Los Angeles (CA), Seattle (WA), and potentially other off-site locations across the nation.


Essential duties and responsibilities include the following. Other duties may be assigned.

Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.

Provides daily project management services in support of the OCR mission.

Manages assigned projects and tasks and begins projects by conducting client meetings to assess their needs and discuss project funding options.

Maintains regular communications with all clients and stakeholders to advise project status and mitigate any risks.

Provides regular reporting via tools provided by OCR.

Escalates concerns to project goals, timelines, etc. to OCR lead in a timely manner.

Provides impact and solution options to help the customer.

Assists with managing all elements of the project to ensure timely delivery, including any vendors identified at the project onset.

Develops and maintains an integrated project plan. Manages the schedule including resource needs, dependencies, milestone and start/end dates.

Develops budgets in support of projects and updates as needed.

Addresses customer concerns promptly and professionally.

Ensures project files are developed, maintained and stored in a shared means accessible by authorized stakeholders. Ensures all projects are appropriately closed out.

Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.

Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives.

Performs overall project management and reporting functions related to multiple activities being performed across multiple task areas.

Implements industry best practices, project management tools and methodologies.

When appropriate, ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company as a whole. Fosters an environment in which they and their employees will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.


Bachelors degree and a minimum of ten (10) years of experience in Project Management; or equivalent combination education/experience.


Project Management Professional (PMP) preferred.


Knowledge of Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Section 508 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, Age Discrimination Act of 1975, Section 1557 of the Affordable Care Act, disability issues, racial and ethnic minority issues, LGBTQI+ issues, health disparities and social determinants of health, notices and language access taglines, language access for persons with limited English proficiency, health coverage under Medicare and Medicaid, health insurance and health insurance industry practices (including benefit design), knowledge of privacy and security in the transmission of electronic health data, employee health benefits, data collection, civil rights training, and the conscience laws enforced by OCR.

Familiarity with Executive Order 13985 for Diversity, Equity and Inclusion.

Operational knowledge and understanding of federal contracting processes

Proficiency in MS Project applied to a software development life cycle

Ability to plan and oversee projects with project management software tools and methodologies

Ability to provide complete Earned Value Management (EVM) reporting to the client / company

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner

Exceptional organization skills with ability to manage effectively multiple projects and priorities

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals

Exceptional customer service and relationship-building skills

Ability to schedule, plan and lead meetings
