Washington State Employment Security Department is hiring for a
people-centered systems thinker to fill the position of Chief Human
Resources Officer. This position is relied upon to continue

connectedness. -- The Chief Human Resources Officer (CHRO) is a
member of the Executive Leadership team and works as a strategic
partner to ensure people and culture strategies are aligned to
support business needs in a dynamic, ever-changing environment. The
CHRO will lead a team of subject matter experts that ensure
internal operational systems, policies, and collective bargaining
agreements are compliant, transparent, and efficient. This position

Objective: This is a position of leadership and vision with a
responsibility to advise and guide the agency to establish
equitable and accessible business practices; recruit and retain
talented employees; create and promote a diverse, inclusive, and
results-oriented performance culture; promote continuous process
improvement and employee engagement; and establish systems that
reduce risk exposure and set a high bar for ethical behavior. --
The Human Resource Division (HRD) of the Employment Security
Department reports directly to the Deputy Commissioner.-- The HRD
is comprised of HR Administrative Operations, Consulting and Labor
Relations, Classification and Compensation, Talent Acquisition,
Employee Benefits, Family and Medical Leave Act, Shared Leave, and
Reasonable Accommodation, Training and Development, and the
Governor---s Committee on Disability and Employment Issues
(GCDE).-- This position serves as the Chief Human Resources
Officer, responsible for leading and directing managers and staff
on the Division---s statewide policies, programs, and services.----
-- Scope of responsibility: Full Time Employees: The Human
Resources Division is comprised of approximately 45 employees, with
9 direct reports to the Division Director. The highest-level
position supervised by the CHRO is an EMS Band 3. -- Operating
budget controlled: The annual operating budget for the Human
Resources Division is approximately $11 million.-- -- Other
financial influences/impacts: The CHRO is responsible for other
people & culture related financial decisions across the agency,
including but not limited to training, consulting, IT, and software
purchases.---- Influences decisions related to position
establishment, allocation, and reallocation across the agency. --
The Ideal Candidate: The ideal candidate will model cultural
competency, humility, emotional intelligence, and achievement
orientation. They will demonstrate knowledge of complex government
and stakeholder systems, authorizing environments, and people
leadership principles. The CHRO will be adept at leveraging
analytics to ensure equitable HR initiatives that are proactive,
responsive, and well implemented. Our Chief Human Resources Officer

Investing in our people. Duties Culture: leads and creates a vision
for an equitable and inclusive organizational culture. DEI:
cultivates, designs, and adopts HR systems, tools, processes, and
education that result in a more inclusive, diverse, and equitable
organization. Risk: ensures policies are current, comply with
federal and state laws, rules, and the collective bargaining
agreement, and widely distributed and accessible by all ESD
employees. Operations: directs, promotes, and delegates functions
and activities of the Human Resources Division. Leadership:
coaches, mentors, and is a role model for managers, supervisors,
and division staff, and promotes a cooperative work environment
that fosters individual ownership of the work effort.---- Workforce
strategic planning: leads agency-wide strategic workforce planning.

Education, Experience, and Competencies. -- 9 years of
progressively responsible, high-level leadership of people in a
represented environment. OR Bachelor---s degree in Human Resources
Management, Business Administration, or a related field and a
minimum of 5 years of progressively responsible high-level
leadership of people in a represented environment.-- -- A strong
understanding of Equity, Diversity & Inclusion. Lived experience
with the disparities of current HR systems. Transparent and
authentic communication skills with demonstrated ability to lead
public discussions. Exceptional grasp of managerial and executive
expertise expected for leadership, vision, and direction of a
large, complex organization critical to the effective performance
and central purpose of the government.---- Demonstrated executive
core competencies; leads change with innovation and resilience;
leads people toward meeting the vision, mission, and goals; drives
results; business-oriented.-- Experience establishing inspiring,
attainable goals and objectives to meet short- and long-range
organizational needs. Strategic planning is focused on long-term
viability of the agency and its services. Demonstrates extensive
knowledge of state employment and systems, personnel policies and
practices, labor relations and collective bargaining agreements,
federal law, Revised Code of Washington and Washington
Administrative Code. Thorough knowledge of employment law and a
demonstrated ability to make decisions based on its application.
