Tracking Code5325-205Job DescriptionThis position is contingent upon contract award. -The Site Manager (SM) has full authority and responsibility for assuring performance objectives and standards identified in the contract are met for the assigned location. Responsible for overall management and direction of Protective Services (Security and Emergency Management). Provides overall guidance to functional and operational areas of responsibility, ensuring that activities are in compliance with established company policies and procedures, plans and budget directives. Responsible for the implementation of sound financial programs, ensuring that operations are conducted in a cost-effective manner. The SM located at GSFC is responsible for the administration and technical supervision of Tatitlek Security Guards and employees. The SM is the primary representative at each Center and has full autonomous authority to act on matters pertaining to the services under this contract across all functions and acts as primary interface between Tatitlek, the Center CO, and COR.ResponsibilitiesProvides overall guidance for industrial and personnel security, security services, emergency management and control center activities.Provides departments with day-to-day guidance, ensuring sound financial programs and management of personnelPlans objectives, forecasts future directions and determines course of action for protective services departments.Develops and manages the organization and administrative structure to most effectively utilize resources and capabilities to support and deliver security services required under the contract. Maintains knowledge of current procedures and techniques within the security fields.Ensures that all programmatic activities are in compliance with company policies and procedures, plans and budget directives.Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in a cost-effective manner.Develops long range plans for department and reviews/approves all organizational changes to improve the efficiency of operations.Serves as the primary interface with the customer regarding functional areas of responsibility.Ensures compliance with federal, state, local and NASA laws and regulations, requirements, and site energy management conservation regulations, collective bargaining agreements, security, safety and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy.May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.SM will report contract activities to the Program Manager.Directly and indirectly supervises all protective services personnel.Required SkillsBachelor's degree in related field such as law enforcement, police science, police administration or criminology or a combination of at least eight years of experience serving as a Security Manager or Supervisor overseeing armed personnel and some formal education\Eight (8) years managing or supervising contract Law Enforcement personnel of at least 50-armed law enforcement employees.Must fully comprehends the principles of installation security and resource protectionMust be knowledgeable in the application of intrusion detection devices and electronic security systems.Must be familiar with NASA security regulations and directives pertaining to security and resource protection.U.S. CitizenshipPossess and maintain a valid state driver's licenseMust possess or be able to obtain and maintain a Top Secret Level Government Clearance.Completed or be able to complete NASA Basic Training Standard (NBTS) CourseCompleted or be able to complete FEMA Emergency Management Institute (EMI) ICS 100, 200, 300, 400, and IS 775 and 800 courses.Speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material.Be able to meet any Federal, State, or Municipal requirements to work as an Armed Security OfficerHave no record or history of illegal drug use, sale, possession, or manufacture.Have no felony convictions and no convictions that reflect on the individual's reliability including those crimes classified under the Lautenberg Act.Be able to maintain and qualify periodically on a course of fire with handgun, or other special weapons.Candidate must be able to obtain Emergency Response Official (ERO) certificationPossess good communication skills with ability to clearly articulate complex conceptsAbility to pass a comprehensive medical examination, psychological and drug screening.Required to adhere to all government agency guidelines as it applies to COVID vaccine Attestation/Restrictions.Physical Requirements:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
