Description Director of Program Financial Management (WMS Band 3) Office of Program Financial Management Tumwater, Washington DOH4242 Reporting to the Chief Financial Officer, the Director of Program Finanical Management is responsible for the leadership and oversight for the direct financial management support provided to the divisions and programs of the Department of Health (DOH). --This position provides leadership and oversight for daily financial management operations and activities for the entire agency. --The Director is responsible for developing, implementing, and managing the Office's biennial budget of approximately $6 million and for a staff of 51 (4 direct reports). -- The Director contributes to the agency's goals and mission through implementing and supporting policies, procedures, financial management practices that focus agency-wide fiscal resources on public health priorities. This position provides leadership and guidance to assure timeliness, accuracy, and strategic management of the agencies funds to best support DOH's public health mission. This position is responsible for improving internal customer service delivery and promoting compliance, efficiencies and effectiveness of agency-wide financial processes and financial management. -- The Office of Program Financial Management (OPFM) ensures financial compliance with state and federal regulations and accurate and timely financial reporting. -- The Office of Financial Services (OFS) provides leadership and support for the agency priorities and programs through quality budgeting, contracting, grant management, purchasing, facility management, and accounting services. The office ensures financial compliance with state and federal laws, regulations and reporting requirements in addition to preforming agency-wide financial activities, as well as ensures operational effectiveness and financial stability of the agency.-- Within OFS, the Program Financial Management Section monitors the day-to-day fiscal operations of the agency, ensuring funds are effectively requested and used in alignment with the agency's mission and goals.-- -- Learn more about the position and to view the complete position description . Demonstrated experience in the following: Written and oral communication - Conveying complex topics or issues both verbally and in writing to audiences with varying levels of understanding and knowledge of the subject matter.
