Job Description:

OverviewLMI, a consulting organization focused on the federal government, is seeking a Biosurveillance Senior Scientist. This position is located in the National Capital Region.With the threat of transnational terrorism and ongoing development of weapons of mass destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological/nuclear, chemical, and biological threat detection programs. As the focal point for this effort, DHS Countering Weapons of Mass Destruction (CWMD) requires consulting and program management support that can reinforce and better enable a more dynamic and operationally-focused DHS strategy. Within CWMD, the National Biosurveillance Integration Center (NBIC) is responsible for early detection and situational awareness of biological and chemical events anywhere around the world.The person selected for this position will have the ability to provide operational and analytical scientific and technical expertise in support of NBIC---s core biosurveillance mission. In order to provide real-time scientific and health biosurveillance analysis, expertise shall include advanced education, knowledge, and capabilities in, but not limited to, the areas of public health, veterinary health, microbiology, bacteriology, virology, biochemistry, epidemiology, chemistry, toxicology, immunology, radiological detection and health effects, geospatial information systems, data science, knowledge management, and technical writing. They shall support the development of a variety of analytic biosurveillance decision support products that meet decision-makers--- and stakeholders--- requirements.Please note:This position will be located on a client site. Finalists must be able to pass a DHS Suitability Check and Secret Clearance.ResponsibilitiesConduct operational scientific and technical analysis in support of National biosurveillance.Lead the development of a variety of analytic biosurveillance decision support products that meet National decision makers--- and stakeholders--- requirements.Perform the functions of a technical expert in support of major biosurveillance programs or system development activities.Apply scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis.Coordinate and manage the preparation of analysis, evaluations, and recommendations within CWMD biosurveillance products in support of federal personnel.Consistently assess stakeholder feedback and provide recommendations to improve, update, or revise NBIC products and services.Brief leadership on recommended changes and work to implement all approved changes in a timely manner.Support new and ongoing analytical development projects to advance the capability of the Center and assist with the agile cycle development process for generating user level requirements.Produce and deliver all NBIC reports and products to include but not limited to:Biosurveillance Event Reports (BER)Spot ReportsRequests for Information (RFIs and Ground Truth Queries)Responses to Requests for InformationDaily Sit RepsDaily Monitoring ListSpecial Event ReportingDisease Specific Reports (ex. Ebola products)Biosurveillance Intelligence Highlights1030 Analyst Call Area of Responsibility (AOR) Brief-out by the designated schedule as prescribed by the operations and analysis (O&A) Operations Section Chief or designee.QualificationsBasic Qualifications:Master---s degree in a scientific, engineering, medical, veterinary, or public health fieldAbility to obtain high-level clearance and DHS suitability clearance6 years of experience in scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline.Must have at least 4 years of experience providing direct or consultant scientific support to major programs or system development efforts related to biosurveillance.Experience directing and conducting program technical reviews with government clientsDemonstrated ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.Experience working with senior governments officialsExperience working in a fast-paced programmatic and analytical environment5 years working in an agency or department level headquartersDesired Qualifications:Doctor of Philosophy degree in a recognized engineering, scientific, technical, or related disciplineActive high-level clearance (current DHS Suitability preferred)Knowledge and experience in CBRN material as well as an understanding of the hazards associated with their manufacture, transport and useCWMDCWMDKPJob SummaryJob ID: 2019-4029 of Openings: 1Category: Project Management
