Appointment type Permanent Work schedule Full-Time Duties SummaryServes as the Air Traffic Control Specialist for overseeing and managing the Future Flight Service Program (FFSP) contract requirements within the CONUS, Puerto Rico and Hawaii. Performs the full range of technical management, to ensure quality flight services are provided to pilots including requirements dealing with such matters as air routes, aviation weather products, navigational aids, and airport conditions before and during a flight.Responsibilities*Provides operational and subject matter expertise to clarify and resolve operational and technical issues dealing with service performance associated with such topics as NOTAM policy and procedures, flight notification messages, and IFR clearance relays.*Leads a matrix-based organization consisting of ATO and non-ATO FAA representatives to monitor and evaluate Contractor performance in accordance with specific contract performance measures and acceptable performance levels tied to flight service operational requirements.*Manages and approves responses to all contract letters for all matters including financial, technical, or operational issues.*Serves as the Contract Officer's Representative on all operational and technical issues with the FFSP vendor, coordinating with proper FAA offices, as appropriate.*Leads the FAA effort in response to future consolidation of facilities by the FFSP vendor.*Applies a detailed knowledge of the technical aspects work including monitoring cost, schedule and operational issues of the FFSP Contract.*Oversees the planning, organizing, directing and evaluation of the delivery of contracted services to achieve safety, quality and profitability goals and objectives.*Contacts are routinely internal and external to the directorate and includes peers, subordinates, and senior management to discuss statuses and results of projects/programs and plan for the future.*Collaborates with high levels of management on all technical aspects of the FFSP Contract.*Authority to lead for all operational and technical issues with the FFSP Service Provider.Travel Required25% or less - The job may require up to 25% travel. QualificationsCandidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.Specialized Experience is defined as:*Experience as a Contract Officer's Representative (COR) and/or has achieved a minimum Level II COR certification (in process of receiving Level II within three (3) months).--------------------------------------------------------*You should include relevant examples of the specialized experience in your work history.
