Reporting directly to NCSA’s Associate Administrator (AA), the incumbent assumes major responsibilities and executes detailed assignments to assist the AA for NCSA in the planning and execution of NCSA’s financial and budgetary obligations based on a detailed knowledge of NCSA’s key programs and objectives as well as relevant financial and budgetary regulations.ResponsibilitiesThe Program Analyst:Oversees day-to-day NCSA financial operations and budget execution, including coordination of contract, travel, and administration budgets in conjunction with appropriate NCSA Office Directors and Division Chiefs.Reviews budgets, expense reconciliations, and cost analyses. Ensures budget submissions are accurate, reasonable, and compliant with Federal and Departmental guidelines and procedures.Works closely with the AA for NCSA in preparing annual budget submissions to ensure they conform to NHTSA, Office of the Secretary (OST), Office of Management and Budget (OMB), and Congressional requirements.Serves as the focal point for providing guidance and coordination in the formulating budget submissions and long-range financial planning.Organizes administrative support activities and requirements necessary for daily program operation. Establishes and maintains a management information system for monitoring and tracking actions in the areas of travel, budget, training and general services; and assures the timely provision of services necessary to foster the mission of the offices.Prepares and maintains all supporting information on the budget including information used by the AA during Congressional budget briefings. Prepares and formats answers to questions raised by OST, OMB, and Congress relating to NCSA’s portions of the NHTSA budget.The ideal candidate will assume major responsibilities and executes detailed assignments to assist the AA for NCSA in the planning and execution of NCSA’s financial and budgetary obligations based on a detailed knowledge of NCSA’s key programs and objectives as well as relevant financial and budgetary regulations.Travel RequiredNot required Supervisory status No Promotion Potential 14 Requirements Conditions of EmploymentYou must be a U.S.Citizen and eligible for consideration.You must meet specialized experience to qualify.Required documents must be submitted by the closing date.Submit application and resume online by 11:59 PM EST on the closing date.CONDITIONS OF EMPLOYMENT:SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
