This position is established to provide comprehensive human resource management services to assigned organizations in the areas of recruitment and staffing, pay, leave, position management, and employee relations.ResponsibilitiesThe HR Specialist:Provides the full range of advisory services to managers regarding staffing and recruitment strategies, analysis of difficult personnel issues, and application of program flexibilities to specific organizational problems and operations.Conducts job analysis with managers by analyzing the competencies and/or knowledge, skills, and abilities based on questions from the question library. Discusses recruitment authorities and possibilities with the manager.Assembles rating and interview panels, as needed and guides managers in developing and selecting appropriate criteria for evaluating job candidates. Sets pay, make job offers, and informs job applicants of hiring decisions and coordinate release dates.Researches complex personnel issues and collaborates with other HR Specialist/Supervisor on findings.Establishes and maintains a cooperative working relationship with Managers and employees.Provides recommendations that meet immediate as well as long-term needs.Performs thorough analysis of operating procedures and mission requirements to accurately identify problems and devise long termsolutions.IDEAL CANDIDATE STATEMENT: The Office of the Secretary, Office of Human Resources Operations, is looking for a motivated, and self-reliant professional to serve as a subject matter expert with primary responsibility in the areas of recruitment and placement.Travel RequiredNot required Supervisory status No Promotion Potential 13 Requirements Conditions of EmploymentYou must be a U.S.Citizen and eligible for consideration.You must meet specialized experience to qualify.Required documents must be submitted by the closing date.Submit application and resume online by 11:59 PM EST on the closing date.CONDITIONS OF EMPLOYMENT:SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.GOVERNMENT TRAVEL CARD: This position involves travel. QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:Experience providing consultative and technical human resource services and guidance on the staffing and recruitment of Federal civilian positions, applying Federal law, regulation, and guidance governing the coding/processing personnel actions, and utilizing human resource information systems to extract and manipulate human resource data.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:Experience providing consultative and technical human resource services to senior managers which included providing guidance on the staffing and recruitment of Federal civilian positions, applying Federal human resource management law, regulation, and guidance governing the coding/processing personnel actions.Experience collaborating with management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives; and experience developing, interpreting, and analyzing data extracts and reports from automated HR databases.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Creative Thinking - Uses imagination to develop new insights into situations and applies innovative solutions to problems; designs new methods where established methods and procedures are inapplicable or are unavailable.2. Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.3. Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
