Who we are looking for:The Facility Professional Services (FPS) division is seeking a Contracts Specialist 2. In this role, you will interface with project managers, client agencies, design consultants, contractors and the public to ensure that consistent contract activity is being conducted so design and construction projects progress smoothly without delay. The ideal candidate is experienced with construction contracts. You will possess strong communication skills and the ability to develop and build relationships with a broad client base. You are also able to evaluate documents for consistency and can articulate recommendations for compliance. Some of what you will enjoy doing: Preparing complex inter-local agreements, design consultant agreements/amendments, construction contracts/change orders and interagency agreements for energy conservation projects valued at $200 - 300 million biannually. Independently perform a variety of complex contract administration duties for the agency's energy conservation and capital public works (design-bid-build, GC/CM, design-build, performance base) programs; ensuring that the negotiated consultant fees are within OFM guidelines or are authorized through proper channels. Advising project managers of any contract compliance issues. Providing initial review and evaluating bid documents for consistency with agency policy and alerting project managers and A/E to insert recommended modifications prior to bidding.Conducting competitive bidding process per RCW 30.04.Maintaining a listing of authorized agreement/contract signaturesCoordinating contractor lien claims in accordance with RCW 60.28 and RCW 39.08.Maintaining a listing of all lien claimants and administers lien period.Coordinating liens and retainage releases with client agencies and the office of the Attorney General. Monitoring warrantee periods and notifying client agency of upcoming expiration dates. Required Qualifications: A bachelor's degree involving major study in business administration, public administration, business law or closely related field; AND Two (2) years of experience in administering government construction contracts, construction contract management, contract cost or price analysis, or contract compliance administration. **Note: Qualifying experience may be substituted, year for year, for required education, preferably in public and/or private sector design and construction contract administration.A Master's degree in one of the above academic disciplines may be substituted for one (1) year of experience.A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education. The most successful applicants will also possess the following skills, knowledge, and abilities: Demonstrated ability to effectively communicate verbally and in writing and independently evaluate construction documents for consistency with agency practices and articulates recommendations for compliance.Demonstrated ability to build effective client relationships.Demonstrated organization, time management and partnering skills within the work section.Ability to diffuse and resolve day-to-day conflict issues as related to this position.Ability to work within given guidelines and processes.Able to be relied upon to achieve excellent results with little need for oversight; earns the trust, respect, and confidence of coworkers and customers through consistent honesty, forthrightness and professionalism in all interaction; logically integrates various ideas and information to form effective goals, objectives, timelines, action plans, and solutions. The most successful applicants will also possess the following competencies: Consulting: Identifies options to issues having broad impact; facilitates response to an issue; demonstrates understanding of perspective and organizational development and behavior.Problem Solving: Demonstrates problem solving abilities in day-to-day activities.Communication and Interpersonal Interaction: Ability to build and maintain effective work relationships with multiple clients. Customer Focus and Business Orientation: Demonstrates positive attitude and helpful work ethic when conducting business with customers and follows through with commitments; identifies and advocates for changes necessary to better meet customer needs.Teamwork: Demonstrates ability to work well with other staff members in achieving positive results in the divisions' contracting activities; provides support and assistance to other contract section members as needed; demonstrates broad knowledge of the organization's environment and the team's role within that structure.Research and Investigation: Determines sources and methods for informational gathering and analysis; may conduct more complex investigative assignments. Desired Qualifications:--- Experience with SharePoint.--- Working knowledge of B2GNow.
