We're looking for two experienced Security/Database Developers to implement and maintain security controls for DCYF's mission-critical databases, data interfaces, and systems. These systems carry highly sensitive information and have a direct impact on the work that is performed by business units. These business units are all working toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity and transforming lives by protecting vulnerable children and promoting healthier families. Our vision is that "All Washington's children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community."

 

The Opportunity:

Do you have experience with database development? Does ensuring the security and confidentiality of interfaces, data, and related standards, processes, and procedures sound exhilarating? If so, consider these incredible Security Database Developer positions. These journey-level positions uses in-depth and advanced knowledge of databases needed to maintain operations, participate in development projects, migration projects, and perform problem resolution activities involving the most complex technical issues.

 

These positions ensure the confidentiality, availability, integrity, and quality of data in DCYF's mission-critical database systems. Another key objective of these positions is to serve as a Data Custodian for DCYF data, exercising significant influence over data quality processes, procedures, and data governance. We are currently teleworking due to the Stay Home, Stay Healthy order. This position has the potential to continue teleworking once it is lifted but will be required to attend some be meetings and training in-person.

 

Some of what you will get to do:

  • Ensure the security and confidentiality of DCYF interfaces, data, and related standards, processes, and procedures.
  • Perform and monitor automated security scanning of DCYF databases. Collaborate with the Information Security Office on results, and progress or mitigations.
  • Maintain database security for DCYF's multi-SOL server database environment (multiple versions of Microsoft Server from 2008 to current) which supports statewide, mission-critical, client-server, and .NET database systems, SQL Reporting services platforms, SQL Data Warehouses, and cloud-based databases and repositories.
  • Develop, maintain, implement, test, and configure DCYF data resources.
  • Exercise database disaster recovery plans.
  • Provide consultation to senior management to ensure the effective use of existing and emerging database security technologies.
  • Analyze and document security problems.
  • Work with application developers and DevOps to ensure regular, secure, controlled deployment of updates to existing database-driven applications across various platforms including but not limited to the development, QA, and production environments - including cloud-based resources.
  • Perform development and maintenance tasks for mission-critical databases.
  • Troubleshoot and resolve complex database interface and data-related issues.
  • Perform database utility functions.
  • Develop, maintain, and implement database security plans, ensuring compliance with security and privacy requirements.
  • Design and implement mitigation and remediation strategies to address vulnerabilities found by automated security scanning of DCYF databases.
  • Maintain an expert-level understanding of security rules and configurations.
  • Participate in peer reviews and inspections.
  • Research and prototype new upgrades and technology to improve database security and functionality.

 

 

Required Education/Experience:

A Bachelor's degree or higher in computer science, data management, information systems, or closely related field, or five years of progressively more complex problem-solving experience as a Database Administrator or Database Developer of large-scale databases with mission-critical business functions.

 

PLUS

 

Four years of progressively more complex problem-solving experience as a Database Administrator, Database Administrator, or Database Developer of large-scale databases with mission-critical business functions.

 

Required Competencies:

  • Expert knowledge of relational database development techniques and security best practices for Microsoft SQL Server including installation, profiling, monitoring and optimizing.
  • Expert knowledge of database vulnerability scanning tools.
  • Expert knowledge of SQL server configuration including security, logging, encryption settings.
  • Excellent written and verbal communication skills.
  • Experience working in a highly regulated environment where IT assets and. data are subject to a broad range of State and federal information security requirements and regulations.
  • Expert knowledge of backup and recovery procedures.
  • Expert knowledge of Microsoft operating systems and database platforms (Windows 10, Windows Server, SQL 2008-2017).
  • Expert knowledge of Microsoft's implementation of SQL, specifically Transact-SQL.
  • Expert knowledge of Database management concepts, principles, and methods including database logical and physical design, normalization, storage capacity management.
  • Working knowledge of sources, characteristics, and uses of the organization's data assets.
  • Working knowledge of the vast array of relationships between data entities that represent the DCYF business domain.
  • Working knowledge of Data Warehousing principles and best practices.
  • Working knowledge of Cloud-based data repositories, including configuration and security settings.
  • Working knowledge of the characteristics of physical and virtual data storage media.
  • Expert knowledge of data administration and data standardization policies and standards.
  • Expert skill in applying data modeling methodologies to the creation and maintenance of large, complex, mission-critical database systems.
  • Expert skill in analyzing data management systems, operating systems, technical architecture, and network topology to plan, develop and implement creative solutions to complex issues.
  • Ability to examine complex systems to grasp issues, draw conclusions, and solve problems.
  • Ability to adapt to continually changing business needs.
  • Ability to assess and iteratively improve products, processes, and practices.
  • Keeps up on the changes and improvements to operating systems, databases, and technical tools.
  • Able to build and maintain customer satisfaction with the products and services offered by the organization.
  • Ability to maintain the confidentiality of information accessed or discussed in perform g the work of this position.
  • Ability to convey professionalism, cultural competency and interact effectively with individuals, groups, peers, supervisors, managers, vendors, and customers in individual and group situations.
  • Able to earn trust and respect through consistent honest and professional interactions in working relationships with others.
  • Create a variety of technical and non-technical documents such as standards, installation instructions, operations manuals, presentations, system diagrams, status reports, incident reports, etc.
  • Proficient in MS Office products (Outlook, Word, Excel, PowerPoint, Visio, SharePoint).

 

In addition to those requirements, our ideal applicant will also have some or all of the following:

  • Security Certifications
  • Thorough understanding of Relational Database Management Systems (RDBMS)
  • SQL certification or knowledge of SQL Server TSQL
  • Agile Training or Certification
