**Medical Assistance Specialist 3 (MAS3/ERB)** **Olympia**

The Employees and Retirees Benefits (ERB) Division is looking for dynamic and customer-focused team player to work in the ERB Division Customer Service Unit. If you have natural people skills, can work in a fast-paced call center environment, have the ability to multitask, and learn health insurance benefits all while remaining customer service focused you are encouraged to apply!

**_Some of what you will do:_** Serves as a liaison between the ERB Division, Department of Retirement Systems (DRS), employers, and health plans to coordinate eligibility information, and resolves questions and member issues.

Utilizes various database systems and software programs, which include but are not limited to: PAY1, DRS, HR Management Systems, Internet, Intranet, MS Outlook, Pipkins scheduling tool, AX20 imaging system, and HCA accounting screens in performance of all duties.

Conducts review of the DRS system to determine eligibility for disability retirements and PEBB retiree benefits.

Applies approved Public Employees Benefits Board (PEBB) and/or School Employees Benefits Board (SEBB) Programs' rules and procedures with a high degree of independence.

Processes enrollment applications and other account change requests, in accordance with scheduled division timelines and cut-off dates. Performs complex and accurate determination of eligibility for enrollment into the PEBB and/or SEBB Programs.

Applies complex federal and state eligibility regulations published in WAC and RCW as they apply to the PEBB Program to ensure accurate eligibility decisions for members' enrollment into the PEBB and SEBB Programs.

Provides input to enhance PEBB and/or SEBB Programs' efficiency and process improvement through effective and timely communication.

Maintains consistent quality and production performance standards in accordance with ERB Division Customer Service Unit metrics in the performance of all duties (phone calls, accuracy review, and document processing).

Maintains current and thorough knowledge of rules and eligibility for the PEBB and/or SEBB Programs to provide comprehensive and accurate responses to stakeholders.

**_Here is what we are looking for (Required Qualifications):_**

Four years of experience performing the following duties:

* providing direct customer service either in person or via the telephone. * researching and analyzing complex rules, regulations, or policies. * utilizing research and analysis to make determinations, solve problems, or complete work independently.

Candidates must have four years' experience performing each of the duties, but experience may be gained concurrently.


A Bachelor's degree

**_Desirable/Preferred Qualifications:_**

* Ability to understand PEBB and/or SEBB Programs' information sources, including WACs, policies, and procedures. * Superior communication, customer service, time management, and interpersonal skills. * Experience working with computers, and database and software programs. * Ability to navigate several screens, web-based applications and forms simultaneously. * Adept at switching priorities at a moment's notice and able to complete tasks with multiple deadlines. * Ability and willingness to work in a high-pressure, customer contact center/production environment. * Ability to achieve results and stay calm during stressful circumstances. * Experience using the PAY1 system. * Excellent mathematical skills. **_About the HCA: _** The Washington State Health Care Authority (HCA) is committed to whole-person care, integrating physical health and behavioral health services for better results and healthier residents.
