This position is part of a team responsible for developing and leveraging cloud platforms to quickly deliver business value and meet customer needs.  This is accomplished through the effective and consistent delivery of business applications, modules, and reusable components on a flexible and interoperable platform.  

 

As the Cloud Platform Application Development - Senior/Specialist, you'll have the opportunity to plan, develop, implement, and maintain applications and web services developed on the ServiceNow, ECM Platforms, and future cloud-based development platforms such as SalesForce and Dynamic365.  This position provides the highest expert level IT services designing, testing, implementing, and maintaining multi-dimensional web enabled information systems to provide, manage, monitor, and assess data required to make informed decisions at the enterprise, division, and business unit level.

 

The duty station for this position is Tumwater, WA.  Currently, this position may be located anywhere within the State of Washington. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater duty station for work activities, if needed.

Duties Include

  • Solving highly complex IT problems, including defining and analyzing the problem, identifying and testing solutions, choosing and implementing the best solution, documenting the changes in the agency configuration management tracking system, and evaluating the outcome.  Where solutions don't exist, developing new unique solutions for complex problems that require advanced experience and knowledge of application development and solution architecture job families.
  • Designing, developing, testing, implementing, administering, or maintaining agency and business unit web applications that interact with databases, web services, or data warehouses from software requirements specifications and other related business analysis artifacts using C, C#, ASP.NET, MBV, Web Forms, JavaScript, JQuery, . NET frameworks, MS Office products, XML, and Transact SQL.
  • Creating a development program to include development standards, reusable code snippets, and modular applications on the Service Now and ECM Platforms, as well as future cloud-based platforms such as SalesForce, Dynamics365, as well as applications developed and deployed on these platforms.
  • Leading in the development and migration of agency legacy applications to the ServiceNow platform.
  • Applying advanced technical knowledge and considerable discretion to evaluate and resolve complex tasks such as constructing efficient applications through the use of stored procedures, functions, server and user controls, web services (using SOAP, UDDI, and WSDL), and standard libraries.
  • Utilizing DBMS software to design, develop, and maintain relational databases and applications using simple to highly complex Transact-SQL queries and statements.
  • Conducting system and unit testing for supported systems and as directed by management.

Required Qualifications

Option 1:  A Bachelor's degree or higher in Information Technology program or a closely related field; AND seven (7) years (full-time equivalent) of progressive information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects; providing customer or technical support in information technology. Additional years of experience can substitute for education on a one for one basis.

 

OR

 

Option 2:  An Associate's degree or higher in Information Technology program or a closely related field; AND nine (9) years (full-time equivalent) of progressive information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects; providing customer or technical support in information technology. Additional years of experience can substitute for education on a one for one basis.

 

OR

 

Option 3:  Eleven (11) years (full-time equivalent) of progressive information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects; providing customer or technical support in information technology.

 

AND

 

  • Three (3) or more years (full-time equivalent) of professional experience in the software development field, which includes:
  • Developing back office applications and business solutions using MS-Office.
  • Use of MS-Visual Studio Development tools to maintain agency and enterprise level systems, developing products in .NET Framework for use in web-enabled, multi-tiered systems.
  • Developing Web and WCF services using current versions of the .Net Framework.
  • Developing and testing MS-SQL Transact SQL statements.
  • Developing and testing Microsoft SQL Reporting Services (Local and Remote)
  • Managing/configuring Internet Information Services (IIS) at the enterprise level.
  • Providing consultation services to executive or executive support staff to provide innovative solutions for technology challenges.
  • Interpreting user requirements and software design documentation to be used for software development.
  • Implementation of adequate security controls to protect sensitive information and the IT infrastructure.
  • At least six (6) months working in the ServiceNow Platform as an administrator or developer.
