IT Data Management Journey - Data Analyst Specialist

Are you a professional who enjoys problem-solving in a complex and challenging environment? If so, we need an experienced Data Analyst Specialist to provide innovative and creative business intelligence based on system data and business process flow that will be used by executive leadership for critical decisions directly impacting the distribution of DSHS provider payments across the State of Washington.

This Data Analyst Specialist independently performs as an expert member of the Individual ProviderOne Operations Unit. This unit is the agency-designated unit responsible for overseeing and monitoring the maintenance and operations of the Individual ProviderOne system to enable both Aging and Long-term Services Administration (ALTSA) as well as the Developmental Disabilities Administration (DDA) to accomplish their mission of reimbursing In-Home Individual Providers (IP's) for services rendered to Medicaid and state only clients. This unit ensures that ALTSA/DDA staff, Area Agencies on Aging, and IPs can use critical commercial software applications developed by contracted vendors to serve Washington State's vulnerable citizens.

You will report directly to the Operations Manager with this unit and is a member of the Information Technology Division within ALTSA.

As a Data Analyst, you will act as the agency expert responsible for:

* Identifying consistent, repeatable methods to identify relationships between business process and enterprise system data * Independently research, analyze, interpret, validate and communicate information to inform business decision making and planning activities * Support and interact with external interface system partners * Extract data from multiple interagency data sources, transform and validate data into a single repository to report and analyze from

What we're looking for:

* Proven working experience as a data analyst * Excellent problem solving and critical thinking skills * Highly collaborative team player * Ability to present findings clearly thru both spoken communications and detailed reports * Strong data analysis skills including data aggregation, auditing, reconciliation, and validation * High proficiency in Microsoft Office programs to include complex sorting, pivot tables, formulas, importing data, merging information, data comparison * Strong experience using Structured Query Language (SQL) * Ability to complete work under tight deadlines * Knowledge of application testing methodologies and standards * A good understanding of accounting principles applied in a payroll system is a plus

Who should apply?

* Professionals with a bachelor's degree including nine semester or fifteen quarter hours of computer science courses, and five years of progressively responsible experiences as an information technology data analyst or SQL development or analyzing, designing, or programming computer systems application or databases * An associate's degree or completion of an accredited vocational training program in an IT or related program, and six years of consultative, administrative, or supervisory experience in IT analysis, systems maintenance, or troubleshooting experience, or analyzing, designing, or programming computer system applications or databases * At least eight years of progressively responsible experience in SQL development including a strong understanding and at least five years of applied experiences of techniques and methodologies necessary to support System Development Life Cycle processes such as Waterfall, Agile, or other methodologies and processes. This also includes requirements definition, design, and development, system/integration testing end-user acceptance testing, conversion training and implementation project management, business analysis, and/or software testing.
