These positions are IT Quality Assurance Testers within the Business Services Section of the Solution Design and Project Support Office of DOH's Health Technology Solutions (HTS) which supports the QA Testing needs for the COVID-19 response. These positions report directly to the IT Quality Assurance Supervisor.

 

These IT Quality Assurance Testers are part of a team that is responsible for the implementation and management of various systems and the data that supports the Department of Health and Statewide response to the COVID-19 pandemic. The impact of these systems and the data supported is across the department, across the state and at the federal level. Impact is to the general public, Local Health Jurisdictions, laboratories, hospitals, clinics and the Centers for Disease Control and Prevention. The team will be working with various vendors and other state agencies as necessary to support this work.

 

This recruitment is for multiple full-time, project IT Quality Assurance journey-level positions.  

 

These project positions are currently funded through July 31, 2023.

 

The duty station for this position is in Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. 

 

About Health Technology Solutions

 

Health Technology Solutions (HTS) is the central organization within the Department of Health (DOH) that serves the Information Technology (IT) needs of almost 2,500 employees and 400 IT systems. DOH has five program divisions - Environmental Public Health, Disease Control and Health Statistics, Health Systems Quality Assurance, Prevention and Community Health, Emergency Preparedness and Response (EPR) - plus agency central administration. HTS is led by the DOH Chief Information Officer (CIO) who reports to the Chief of Staff.

 

Solution Design and Project Support (SDPS) is one of four major offices within HTS consisting of a team of IT Business Liaisons, a Project Management Office (PMO) and Business Services Section (BSS). The BSS connects agency programs with IT solutions through the work of business analysts who identify requirements and testers who validate those requirements are met.

Duties include:

 

  • Provide independent professional knowledge and principles for quality assurance in agency wide software, database and infrastructure testing services.
  • Lead and/or facilitate the gathering of testing requirements through interviews, workshops, consultations, surveys and business process workflows.
  • Provide professional expertise in quality assurance support to the development, maintenance or enhancement of systems through testing, problem reporting and analysis, and participation in system implementation.
  • Serve as liaison between business stakeholders and technical staff to ensure testing needs are clearly defined, understood and documented using standard requirements documentation methodologies.
  • Coordinate with technology staff across functional disciplines and business programs to develop and plan for the configuration, implementation and training for testing new releases and upgrades of mission critical information technology systems.
  • Lead staff that ensures quality assurance testing standards are practiced and applied to systems that support programs within our agency. 
  • Coach and mentor other software testers on Software Development Lifecycle (SDLC) Quality Assurance industry standards.
  • Provide IT Quality Assurance testing technical knowledge and consultation to DOH business teams, IT Business Analysts, IT Project Managers, Quality Assurance Testers, Developers, System Configuration Administrators and Database Administrators.
  • Serve as a liaison with stakeholders and technical staff, tests and validating software requirements to support the agency's mission.

Required Qualifications

 

  • Option 1:  A Bachelor's degree or higher in an IT program or a closely related field such as Computer Science, Management Information Systems, Information Technology Informatics; and four (4) years (full-time equivalent) of professional experience in one (1) or more of the following IT disciplines: business analysis, testing, or systems development.  

 

  • Option 2:  An Associate's degree or higher in an IT program or a closely related field such as Computer Science, Management Information Systems, Information Technology or Informatics; and six (6) years (full-time equivalent) of professional experience in one (1) or more of the following IT disciplines: business analysis, system administration, configuration, testing, or systems development.   

 

  • Option 3:  Eight (8) years (full-time equivalent) of professional experience in one (1) or more of the following IT disciplines: business analysis, testing, or systems development which includes the following:
  • Four (4) or more years (full-time equivalent) of experience as a software tester.
  • Two (2) or more years (full-time equivalent) of professional experience as a Software Analyst or Software Developer.

 AND

 

  • Demonstrated experience with the following:
  • Reviewing and preparing documentation including internal technical documents, system diagrams, use cases, preparing test cases, and user documentation and manuals.
  • Proficiently translating technical issues into readily understood concepts for staff, management, and the public.
  • Software development processes eliciting user requirements, analyzing and formally documenting business needs, processes and workflows, and using defined formats for functional use cases and business rules.
