The Washington state Office of the Secretary of State is looking for experienced and motivated technology professionals to support its growing IT department. Information Technology is a division of the Office of the Secretary of State.  Within Information Technology there are five major programs:  1) Security Operations Center (SOC); 2) Applications Development; 3) Network Operations; 4) Help Desk Support; 5) IT Project Management.

Information Technology (IT) division provides services to all other sections of the office and includes external customers for some divisions.  This position maintains expertise in a wide range of technologies and their application to our customers.

This position reports to the Corporations applications development supervisor.  It is located within the Corporations division and is responsible for ensuring the Corporations and Charities Filing System (CCFS) is up to date in its functionality, fully tested, and ready to provide service on a continuous basis.  Additionally, this position is responsible for any improved functionality that may be required by changes to state and federal legislation - as well as managing requests for improvements from the Corporations division.

Develops and modifies the Corporation division's applications: primarily the Corporations and Charities Filing System(CCFS) and secondarily other internal applications

 Tasks include:

  • Develops and maintains the CCFS web services, both internal and external
  • Develops and maintains the CCFS user interface applications
  • Attends to critical emergency issues and make sure they are tested in time for emergency deployments and resolved
  • Integrates applications by designing and maintaining database architecture; writes stored procedures, views and triggers; creates and monitors SQL jobs; manages user accounts; troubleshoots connectivity problems with applications
  • Maintains the development and quality assurance environments
  • Enables timely execution of sprint cycles
  • Troubleshoots the server failover processes and load balancers with the networking operations team
  • Automates repetitive processes

 

Maintains applications

 Tasks include:

  • Works directly with users, including entities statewide, in gathering and analyzing requirements and then developing, testing, deploying and documenting changes to the applications
  • Maintains and improves legacy application code
  • Manages the development of office payment service - updates codebases to meet customer requirements and security needs

 

Serves as technical resource for staff

 Tasks include:

  • Provides guidance on technical issues
  • Serves as a technical subject matter expert for the CCFS

Miscellaneous

Tasks include:

  • Other duties as assigned

Required Qualifications

  • Four years of professional information technology experience in applications development, including experience in designing, developing and maintaining applications using industry standard tools and development languages.  Developing, designing, and maintaining databases using MS SQL or related relational database tools and software.

 (At least two years' experience independently working on a complex or multi-functional computing system that impacts organization-wide; particularly in the development of large scale applications in an SQL environment)

  • Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position
  • Ability to read and write the English language

Desired Qualifications

  • Experience in developing applications in the Microsoft. Net environment
  • Experience in the following: Team Foundation Server (TFS), T-SQL, Visual Studio - Microsoft Test Manager (MTM), C-Sharp, and HTML
  • Experience working with business processes of high complexity and ability to propose technical solutions to improve those processes

Working Conditions

In this position, the incumbent works primarily in an office environment where sitting for long periods of time and extensive use of the keyboard is required. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM though work can be required outside of standard hours to include evenings, weekends, and holidays, particularly when emergency situations arise.  Remote work is not available for this position. Regular travel to local offices is required. Incumbent of the position must be able to move and maneuver objects weighing up to 50 lbs with or without reasonable accommodation. The incumbent of the position must also have effective oral and written communication skills, ability to listen attentively, identify issues, provide options, address requests and resolve complaints or conflicts, and ability to work under pressure, meet deadlines, and accommodate numerous interruptions.
