The Washington Health Benefit Exchange is a public-private partnership that operates the WAPlanfinder mobile app and Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through Washington Healthplanfinder, individuals and families can compare and enroll in health insurance coverage and gain access to financial help and public programs like Washington Apple Health.

The mission of the Exchange, a state-based marketplace, is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

Our goal is that all Washingtonians have full and equal access to opportunities, power and resources to achieve their full potential.  The Senior Business Systems Analyst position is responsible for driving business solutions that support products and programs of the Washington Health Benefit Exchange. The Senior Business Systems Analyst works closely with internal teams, vendors, and state agency partners to execute new solutions and policies. The Senior Business Systems Analyst is expected to maximize current and new technology capabilities relevant to functional areas of Washington Healthplanfinder, WAPlanfinder, and other integrated products to develop solutions to improve business processes, support workflow, and improve efficiencies.

This position will serve as a Product Owner for one a Scrum Team for Healthplanfinder, WAPlanfinder, Customer Service Application, EDIFECS, or other HBE products. This position will also support the intake, triage, analysis, and resolution of system issues.

If not directly reporting to the BSA Manager, this position functions in a matrix structure with indirect reporting to BSA Manager.


Product Owner

  •     Document business, stakeholder, and functional/non-functional requirements supporting organizational initiatives
  •     Manage and own a team backlog throughout the Software Development Life Cycle (SDLC)
  •     Ensure epics/user stories meet the 'definition of ready/definition of done' throughout SDLC
  •     Support a scrum team by ensuring backlog items are refined, acceptance criteria are understood, and stakeholder objectives are communicated and met.
  •     Facilitate and schedule sprint ceremonies pertaining to the assigned scrum team
  •     Facilitate and elicit feedback from stakeholders regarding system enhancements and process improvements
  •     Act as the primary liaison and point-of-contact between scrum team and other stakeholders  
  •     Responsible for ensuring that RFC objectives and acceptance criteria is met by their Scrum Team to deliver high-value products
  •     Responsible for ensuring system design documentation is maintained, accurate, and updated throughout sprints
  •     Plan and coordinate the review and approval of technical deliverables such as TDD, BDD, BRD, ICD, etc.
  •     Work closely with the Lead Product Owner, shared services, business, technical, and other internal/external teams to support the Product Roadmap and Process Improvements
  •     Work with BSA Managers and Lead Scrum Master to ensure compliance to SDLC
  •     Subject matter expert on WAPlanfinder, Healthplanfinder, and other related systems to provide functional and technical expertise to scrum team and other stakeholders
  •     Must be a cross-functional scrum team player who will step in, as needed, for testing or other functions such as operational maintenance
  •     Responsible for supporting scrum processes and deliverables as outline in HBE processes
  •     Recommend enhancements based on system analysis, needs assessments, and communications/outreach engagement strategies
  •     Support focus groups and usability testing to identify preferences and needs of consumers as it relates to HBE products
  •     Support in the development and maintenance of user personas, as needed
  •     Manage and support processes that maintain a cohesive UI design system to ensure consistent design and language is applied
  •     Support the development of the user interface design and copy
  •     Actively participates in change management activities
  •     Write business cases with well-developed problem statements, current state, change objectives, and other factors
  •     Lead fit/gap analysis of functional system requirements
  •     Contribute to the development of user guides, reference manuals, training materials, and code release artifacts
  •     Other duties as assigned

Issue Analysis

  •     Perform issue analysis and quality assurance on work order requests and other incidents submitted through system issue management processes
  •     Support data correction efforts associated with system issues
  •     Maintain a comprehensive understanding of all aspects of product delivery and operations
  •     Notify the appropriate support structure that there is a problem and a need for assistance
  •     Collection, analysis, and correlation of data to determine and isolate the cause of the problem
  •     Perform or support the activities to recover, workaround, or circumvent the problem
  •     Support business teams in identifying and documenting workarounds, as needed
  •     Analyze incident information and documentation to assess the performance of systems and processes
  •     Provide support to business/technical teams and external vendors to prepare for annual auto-renewals, Open Enrollment, or other efforts
  •    Other duties as assignedRequired:
  •     Bachelor's degree in information technology, business, or another related field

Note: Systems Analysis experience can substitute for education, year for year; Two of the following certifications may substitute for education requirements: PMI-PBA, PMP, CBAP

  •     Five year's of IT systems analysis experience
  •     Basic understanding of project management methodologies
  •     Strong understanding of Agile methodologies and scrum processes
  •     Strong analytical skills with experience that includes: root cause analysis, business case development, gap analysis, process mapping, requirements management, design documentation, relational database design
  •     Experience delivering technology-centered solutions and ability to learn new systems and business processes
  •     Proven ability to refine business and system needs into clear and concise requirements that can easily be understood by technical and non-technical groups
  •     Ability to take initiative and make sound decisions while working with ambiguity and rapid change in a fast-paced environment
  •     Stakeholder analysis and management skills (business, technical, leadership, and cross-agency teams)
  •     Ability to work with remote development teams
  •     Experience with systems testing, including developing and executing test cases
  •     Strong debugging and problem-solving skills
  •     Ability to maintain a high level of professionalism, as well as discretion and confidentiality when working with sensitive information
  •     Good working knowledge of Microsoft Office programs
  •     High degree of communication, presentation, and organizational skills teams, stakeholders, and upper management
  •    Self-motivated, highly adaptable, and positive team player with a can-do attitude


  •     Experience in user-centered design, web interaction design and usability studies
  •     Certification related to business analysis or project management such as PMI-PBA, PMP, or the CBAP
  •     Functional knowledge of the Washington Healthplanfinder system
  •     Experience working with Waterfall and Agile development methodologies
  •     Ability to write and perform complex SQL queries
  •     Experience working with highly integrated systems
  •     Knowledge of tools such as JIRA and Confluence

The posted salary is the new hire range of consideration. Full salary range is from $72,644 - $105,330. Offer will depend on qualifications.


Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however, there may be occasions where an employee is required to travel and work irregular hours to attend meetings or training. Duties of this position require the use of standard office furniture and equipment (e.g. desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.).
