ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters."The wide scope of ASPR's mission requires professional staffing services across program and functional mission areas to include: Chemical/Biological/Radiological/Nuclear Threat Response, Advanced Research and Development, Regulatory Affairs, Modeling, Emergency Preparedness, Emergency Management/Response, Logistics Management, Acquisitions/Contracts Management, Policy and Planning, Financial Management Planning and Analysis, Operations and Administrative Management (Travel/IT/Facilities/etc.), Strategic Staffing & Employee Development, Ethics, Public Health Communications and Strategic Stakeholder Engagement.ResponsibilitiesThe program analyst performing this task supports timely facilitation activities related to emerging and current threats.Responsibilitiesmay include:Starting with any previous versions available from HHS, the contractor shall research available information and methodologies available from private sector as well as other critical infrastructure sectors.Briefingsson relevant threat topics to develop exercise content for partners, provides support to SIIM staffworking supply chain coordination efforts that are sometimes related to emerging threatsand/or risks and acts as a primary emergency responder for the division which sometimesrequires accessing information on Personal Protective Equipment (PPE) distribution material forsenior leadership decision making support.Contractor shall provide draft and final edited documents with one or more reviews from government staff.The contractor shall provide professional level editing services for final documents free of grammatical and logical errors.Provide in person meeting and conferences planning and supportCoordinate with and assist government planner to determine facility requirements (capacity, location, parking, mass transit access, video conferencing capability, classified areas, dining facility availability and other suitability factors).Find and coordinate a location for the biannual conference.Develop logistics information pages for attendees, meeting agendas, summaries, and brief afteraction reports.Coordinate recruitment and organization of speakers.Must be comfortable interacting with key leadership, articulate, and proactive. Must be able to work in a highly charged and fast paced environment to prioritize and complete assigned tasks with minimal guidance, seeking guidance and clarification as required. Interacts with staff at all levels and across organizational teams and subordinate programs.QualificationsMINIMUMREQUIREMENTS:Bachelors degree in public health or related scientific field, knowledge of the scientific public health issues and apply them to preparedness and response.4-6 Years of experienceAvailability for occasional travel (10%)Expertise in the use of various computer (hardware and software) and peripheral packages/devices to include Microsoft Office, SharePoint, Adobe Acrobat Professional version, DTS.Ability to communicate clearly with a wide variety of stakeholdersAbility to effectively problem solveAbility to obtain a Secret Security Clearance, you must be a US citizen.
