**_Agency Information_** The Office of Administrative Hearings (OAH), established in 1981, offers the people of Washington a fair, independent hearing when they appeal government agency action. Administrative Law Judges (ALJs) at OAH preside over administrative hearings and decide cases about unemployment, food assistance, medical benefits, child support and more. OAH conducts hearings for more than 20 state agencies, including the Employment Security Department, the Department of Social and Health Services, and the Health Care Authority. **_The Opportunity_** We are a smaller agency (currently around 250 employees) and the Information Technology Services (ITS) Unit is a mighty team of 11 employees, plus the Chief Information Officer. Each role within the ITS team is critical and has a wide range of responsibilities. This team in unique in that no one is tied to simply one area of technology, and each team member is involved in the various facets of planning, business analysis, development and implementation. There are a variety of duties that keep our team constantly engaged, and we collaborate with all the other teams and divisions within OAH, as well as outside stakeholders, on a daily basis.

OAH is currently looking to fill a vacant **IT Application Developer - Senior/Specialist**_** **_position. This position functions within the ITS Applications/Data Unit. This position directly contributes to the mission of OAH by performing software related services in support of enterprise-wide initiatives to engage our internal customers (Administrative Law Judges, legal assistants, and other administrative staff), referring agencies, and parties involved in the appeals process, such as citizens, businesses, and representatives from government agencies.

The IT Application Developer - Senior/Specialist position assists ITS by providing the agency with industry standard and expert class software development services and database/report management. These services allow the Agency to meet their business needs of repeatable, reliable data reporting and application development. This position is an OAH application development and data subject matter expert. This position works independently or collaboratively to engage thorough understanding of business processes with regard to application development and data management. This position is the technical owner responsible for the development, enhancement, and maintenance of multiple enterprise level applications such as NTMS, OAH ODS, CMS Archive, ASAP, and OAH Reporting Portal. This position is the dedicated back up for the Data/Application Architect and must have a thorough understanding of the OAH Network, Applications, Databases and interfaces used to support all OAH business processes. Additionally, this position is a critical participant on the OAH report committee and is the technical resource assigned to providing expert knowledge and assistance to agency business units regarding OAH data and its reporting requirements.

This position has two primary roles assigned to it: Application Development & Management and Data & Reports Management. Duties include, but are not limited to:

Application Development and Management

* Responsible for design, development, implementation, and maintenance of OAH applications, including, but not limited to the Enterprise Case Management System, OAH Reporting Portal, Case Management System Archive, OAH Connect, Online Meeting Service, and Allocate Spending for Agency Profiles (ASAP). * Must have expert-level working knowledge of C#, ASP.Net, HTML, Razor, MVC, JavaScript, jQuery, Bootstrap, Visual Studio, Team Foundation Server, entity framework, and SQL Server. * Design, develop and implement custom information systems using standard a software development platform that adheres to industry best practices and agency software development standards. * Manage and monitor mission-critical Enterprise Applications and ensure protocols for service interruption are in place to minimize Application down-time and work stoppages. * Independently develop user-interfaces (UI), develop and implement specification packages from start to finish, code, test and implement complex application components and web services; write reusable code using C# programming language; and document information systems. * Comfortable and capable of adapting API and other data interfaces for use within OAH enterprise applications. * Act as Technical Owner for a variety of OAH applications, responsible for support, maintenance, and enhancement of existing information systems. * Create Proof-of-Concept applications to test integration with major Enterprise Framework components. * Act as dedicated backup to the Application/Data Architect - Expert and be able to support and troubleshoot all Applications, Databases and Interfaces used to support OAH business processes at an enterprise level. * Plan, analyze, and develop requirements for application development and enhancement; develop alternate solutions and make recommendations to agency leadership for best course of action for application development; facilitate application approval process with business owners. * Develop software test plans to include unit testing methods and end-user acceptance testing. * Ensure adherence to industry standard Object Oriented Design constructs, recommended Microsoft software patterns and practices, and agency development standards. * Participate in Agile Software Development projects following LEAN principles. * Determine the cause of system failure; notify system users of abnormal terminations. * Formulate and execute resolutions to system problems. * Design, implement and support pre-production environments such as development, test, and training for small to enterprise level systems as directed. * Investigate and prototype new technologies and frameworks. * Configure Internet Information Services in hosting environments to enable use of web-enabled applications by internal users * Utilize SQL Server to design, develop, and maintain relational databases and applications using simple to complex Transact-SQL: queries and statements. * Participate in small to enterprise-level development projects for supported applications and systems by developing application design documentation in accordance with standards and practices, completing assigned development tasks, contributing to monthly project status reports, and attending regularly scheduled project team meetings. * Report to CIO and Application/Data Architect on status of assigned projects and applications including assessment of application health at GO/NO GO meetings with all project resources. Data and Reports Management * This position is the primary, expert technician responsible for SQL reporting and data management on the Application/Data Development Team. * Must have a strong working knowledge of SQL tools including SSMS, SSIS, and SSRS. Must also be familiar with SQL Server and SQL database structures. * Collaborate with external customers to develop Data Interchange solutions. Ensure that OCIO and Security Architecture standards are adhered to. * Develop new reports, while acting as the technical data expert on the agency Reports Development Team to help guide business staff and determine if new requests are viable, and updating, validating, maintaining current reports. * Responsible for the integrity and maintenance of all enterprise reporting including: Enterprise Case Management, Ad-hoc Management reports, Federal US DOL (ESD), Financial and Budgeting, and HATSS (DSHS Data). * Identify best-practice and standards for usage of SQL Server. * Develop, enhance, and maintain SQL Server Integration Service (SSIS) packages. * Create new and maintain current databases, tables, SQL user permissions, stored procedures, functions, indexing, and SQL jobs. Incident Management * Position acts as Tier 2 and Tier 3 resolution for escalated incident management and will back up IT Help Desk by answering incoming calls, route calls as needed, log help tickets, and maintain tickets assigned. * Application expert for problem resolution for NTMS, Internal and External OAH Case Management Systems, Reports and agency billing. Qualifications

***Minimum required qualifications include ALL of the following:***

* Bachelor's degree in computer science or related field, or comparable work experience. * 4 years of _recent_ experience working with Visual Studio, C#, .Net, MVC, Razor, jQuery, JavaScript, SDLC, Agile Development Methodology, Microsoft, SQL, SSRS, SSIS, Database Design and Management. * Customer Service Skills, including use of multiline phones and standard help ticket software. Must be able to work effectively with challenging customers.

***Preference may be given to candidates with the following desired qualifications:***
