Enterprise Data Networks (EDN) Manager (EMS3) Who is WaTech? Washington Technology Solutions (WaTech) is the consolidated technology services agency for Washington state, providing enterprise IT services, support, strategy and security for public agencies and municipalities. WaTech operates the statersquos core technology services - the central network and data center ndash and provides strategic and comprehensive information security to protect state networks from growing cyber threats. WaTechrsquos Network Services Division (NSD) delivers the networking infrastructure and technology that provides state agencies and other authorized customers connectivity to the statersquos wide area network (WAN). This includes resilient and highly available internet access, connectivity to enterprise applications and services. The Enterprise Data Networks (EDN) unit is within NSD and is responsible for the technical design, procurement and implementation of the Wide Area Networks (WAN) and Virtual Private Networks (VPN) that support network connectivity for WaTech customers. About the position The EDN Manager provides leadership and strategic planning to assure the delivery and implementation of information technology products and services to more than 80 public organizations. Reporting directly to the Assistant Director for Network Services Division (NSD), this position provides the implementation planning, leadership and direction that enables the timely, cost effective delivery of networking services to meet the vital needs of public agencies. The position makes recommendations and participates in the development of policies that ensure the success of these services and determine how and where these services will be provided on a statewide basis. The EDN Manager (also known as the EDN Service Owner) is accountable for customer satisfaction and has the responsibility for attracting and retaining customers through the delivery of value-added services at cost effective rates while operating as a full cost recovery business. Some of what you will do Provide leadership and strategic planning of the work performed by the EDN group with mentoring and supervision to EDN supervisors and staff. Manage the development and implementation of workgroup standards and procedures for EDN staff for quoting, engineering, implementation, performance monitoring, and integration of new technologies. Prepare performance reports for and provide financial updates to NSD and agency leadership. Collaborate with agency management to develop an annual budget for the assigned business areas. Manage all financial aspects of a revenue and expense center(s). Conduct cost and functional analysis of existing services. Lead change, develop and implement an organizational vision. Apply in-depth understanding of the customerrsquos short- and long-term business requirements to provide the most cost-effective solution to the customer. Predict and plans for future events and make long- and short-term decisions for meeting Network Services for the agency. Provide expertise in the strategic direction of service offering that impact EDN and NSD Units. Meet with customers on a recurring basis to ensure the delivery of Data Network Services meets or exceeds customer Service Level Agreements and stated availability targets. Performs Vendor Management across multiple telecommunications vendorsproviders and services and ensures contractual obligations are being met, escalated, and ultimately resolved to meet the statersquos needs. Analyze the impact of new technologies and services on existing staffing levels and ratesallocations. Requirements of the Position A Bachelor's degree in Computer Information Systems, Management Information Systems, Computer Science or related field, OR eight years of professional experience in an equivalent field. Seven years of IT experience with an emphasis on analyzing customer requirements and developing designs or solutions for enterprise data network services. Five years of experience in each of the following areas. (Experience can be earned simultaneously.) Serving in a customer facing role. Management experience that includes three years in the delivery of carrier class telecommunications services to a diverse customer base in a service provider environment. Experience as a supervisor or manager with demonstrated experience managing at a high level of accountability with an annual budget with revenue and expense of at least 20 million. Direct Project Management experience, managing IT project framework deliverables such as proposals, work breakdown structures (WBS) and project timelines. Two years of experience in vendor management and contracts valued in excess of 1 million. Demonstrated experience developing IT strategies and in the development and implementation of enterprise-wide technical architectures and designs. Ability to organize staff and manage information technology programs provide leadership in problem solving and strategic planning and interact effectively with executive level customers. Skilled in principles, methods, and advanced techniques of project management, strategic and tactical planning, monitoring evaluation, and process improvement analysis and resolution. Proven success in providing IT products and services to a large agency or organization. Demonstrated and successful vendor and business partner management as well as clear and developed contract experience. Demonstrated ability to build and maintain relationships with a diverse group of technical and non-technical people. Preference may be granted to applicants who possess experience with the following A Masterrsquos degree in Computer Information Systems, Management Information Systems, Computer Science or related field. Three years of experience in large scale WAN networks, implementing network solutions that employ Ethernet. Two years of experience in data center networking. Certifications in Professional Leadership, Project Management, CISCO, andor ITIL. Familiarity with the structure, functions, operations and protocols within state government. Familiarity with union, civil service, exempt and WMS Rules. Familiarity with the Office of Financial Management (OFM) Policies and Procedures.
