About WSDOTWashington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world"s longest floating bridge, and recently completed the world"s widest tunneling project. The OpportunityThe WSDOT Information Technology Division (ITD) is currently seeking a skilled professional to serve as the departments highest level expert in IT Project Management within the ITD Enterprise Technology Project Management Office (ETPMO). This position also services as the agency"s subject matter expert (SME) in IT project management methodology and practices related to the acquisition, development, installation, and implementation of enterprise-wide software application systems. Additionally, the IT Project Management Senior Specialist will serve as the lead in the development and execution of Requests for Information (RFI"s) followed by Requests for Proposals (RFP"s) for Projects pertaining to large-scale, enterprise-wide, cloud hosted implementations of administrative, financial, or engineering systems. What to ExpectWhile in the role, the IT Project Management Senior Specialist will minimally be capable of directing one or more medium to large scale high risk, enterprise-wide projects assessed by the OCIO as "Under Oversight" This position is the highest- level project management position responsible for setting standards and best practices surrounding project management and to ensure compliance. Among the varied range of responsibilities held within this role, the IT Project Management Senior Specialist will:* Employ expert project management and leadership skills to independently analyze business requirements, proposed scope, budget and resources and develop the required project documentation. * Lead the effort in working closely with the IT Business Customer and Subject Matter Expert to independently analyze the business requirements, resources, and the proposed solution. * Develop an initial project budget and project work plan and presents this to ITD management. * Establishes required project organizational and governance structure, to include committees and oversight. * Establishes and leads project team meetings to manage the progress of the team throughout the duration of the project. * Monitors project budget, adjusts schedule, resources, tasks, and deliverables according to project work plan and work schedule. * Coordinates project team activity with external entities to ensure compliance with mandatory design and code reviews. QualificationsTo be considered for this opportunity, the following are required:* A Bachelor"s Degree in Computer Science or Management Information Systems or Business or an Information Technology program or closely related field AND five (5) years of professional experience in project management of large-scale IT projects and/or major agency-wide systems. At least three (3) years of experience is at a journey level IT Project Manager or equivalent, which may be attained concurrently. OR * An Associate"s degree or higher in an Information Technology program or a closely related field AND seven (7) years of professional experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least three (3) years is at the Journey Level IT Project Manager or equivalent, which may be attained concurrently. OR * Nine (9) years of professional experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least three (3) years is at the Journey Level IT Project Manager or equivalent, which may be attained concurrently. * PMI-PMP (Project Management Institute- Project Management Professional Certification)* University of Washington Certification in Project Management or an equivalent certification from an accredited institution.* One (1) year of supervisory experience. * Experience in the elicitation and documentation of system requirements and specifications.* Demonstrated knowledge of State, OCIO, and WSDOT technical and project management policies, guidelines, and standards. * Demonstrated knowledge of various software system development life cycle (SDLC) models and current development technologies such as Waterfall and Agile. * Experience in the development and maintenance of project schedules, work breakdown structures (WBS), task analysis, Business/Functional requirements matrixes, resource allocation and leveling, and project costing using MS Project or equivalent software.* Extensive experience in IT project budgeting, to include hands-on experience in tracking actual costs, costs projections over the life of the project and ongoing budget expenditures. * Experience in IT project issue and risk analysis, issue and risk management and issue and risk mitigation strategy best practices. It is preferred that qualified candidates also have:* Four (4) or more years of IT Project Management experience in the project management of internally developed software, and/or Commercial-Off-The- Shelf (COTS), AND /OR Cloud-based Software as a Service (SaaS) implementation projects. * Demonstrated expertise in Contract Management of Information Technology contracts. * Lean Six Sigma Green Belt certification * Certification in Prosci ADKAR Organization Change Management (OCM). * Experience in Business Process Analysis. * Expertise in developing Request for Proposals, Requests for Information and Requests for Quotation documents for software acquisitions and application development projects. Important Notes * The official duty station for this position will be in Tumwater, WA. However, this position is eligible to work 100%%%% remotely from anywhere in Washington State.
