The Department of Revenue's (DOR), Automated Tax and Licensing System (ATLAS) Management Program (AMP) is currently recruiting for multiple IT Project Management Senior/Specialist positions. These positions will report directly to the ATLAS Program Manager and will provide expertise, guidance, and oversight for a wide range of activities to ensure the agency's enterprise system, ATLAS, is secure, dependable and of high quality. The position serves as a high level/expert Project Manager managing overall ATLAS enterprise solutions, which includes providing project management, strategic planning, technical and organizational leadership, consultation, external project quality controls, and risk management oversight focused on implementing medium and large-scale enterprise level projects with medium to high-level risk severity and change.

We are looking for a customer service oriented facilitator and collaborator who projects a positive attitude and encourages productive working relationships. As a IT Project Management Senior/Specialist, you will use advanced knowledge of project management principles to work with agency senior and mid-level management to implement strategic initiatives while providing overall alignment to ensure the work activities synchronize with the ATLAS Management Program office plan, scope, and budget through:

  • Managing the issues and risk management processes to ensure scope, schedule, and budget are met and/or issues mitigated.
  • Providing overall project management oversight to large initiatives, legislative mandates affecting ATLAS and all corresponding AMP activities.
  • Providing expert level insight and experience to recommend mitigation for deviation from established plan.
  • Conducting planning and delivery services strategic discussions.
  • Developing, assessing, and continually improving Project Management processes and procedures for use in all AMP related activities.
  • Setting deadlines, assign responsibilities, monitor work progress and deliverables using project management standard practices and tools.
  • Producing Status/Activity Reports in support of AMP activities and ATLAS changes.
  • Performing Project Management activities as assigned by the ATLAS Program Manager.
  • Monitoring individual work efforts for completeness and accuracy.
  • Facilitating and leading risk management and project lesson learned workshops.
  • Receiving and evaluating completed work products and recommend acceptance or revision to the ATLAS Program Manager.

You can also expect to:

  • Manage and track assigned project deliverables by receiving and reviewing project and vendor deliverables, determining if they meet DOR's expectations and recommend acceptance or revisions to the ATLAS Program Manager or Project Sponsor.
  • Assess, monitor, and track all legislation changes or proposals that may affect ATLAS by:
  • Gathering input from all AMP related areas, contractors, and operating divisions to develop legislative change assessments and recommendations for AMP related activities.
  • Planning the system development schedule with FAST to ensure legislative mandates and the agency's strategic initiatives supporting its mission and objectives are implemented timely, while also providing guidance and services to the program areas. 


A Bachelor's degree or higher in computer science, data management, information systems, or related field from an accredited college or university recognized by the US Department of Education, PLUS four (4) or more years of Project Management experience with progressively increasing responsibilities in the principles, planning, analysis, design, development/construction, testing, training, implementation and configuration management of complex issues and projects. 


Master's degree in computer science, data management information systems, or related field from an accredited college or university recognized by the US Department of Education, PLUS two (2) or more years of Project Management experience with progressively increasing responsibilities in the principles, planning, analysis, design, development/construction, testing, training, implementation and configuration management of complex issues and projects. 


Eight (8) years of experience managing IT system(s) or development projects of increasing size and complexity using industry standard project management methodologies and practices.

Additional required qualifications include:

  • Familiar with software development lifecycle, to include requirements definitions, design, development, test, implementation, and maintenance.
  • Experience reading and interpreting legislative bill language and Revised Codes of Washington (RCWs).

Preference may be granted to applicants who possess the following:

  • Knowledge of Washington State legislative processes.
  • Project management certification.
  • Thorough knowledge and understanding of DOR business operations and key supporting business processes used by agency staff, stakeholders, and customers.
  • Experience reading and interpreting legislative bill language and RCWs.
  • Experience with the GenTax application and tools.
