DSHS OOS Strategic Projects Administrator 

Are you a skilled change practitioner and project manager with experience driving innovation in Human Resources? The Office of the Secretary, Human Resources Division, has an exciting and dynamic role for a cross-functional relationship-building leader like you! In this important role, you will report to the DSHS Human Resources Director, who oversees all Human Resources functions for an enterprise-level organization with a staff of over 16,000. This is a role where you can use your creative problem-solving and facilitation skills to help us meet our strategic goals and make a lasting impact on our agency.


This role needs a self-starter like you, someone who can work effectively with stakeholders internal and external to DSHS, leading working groups with humility, confidence, and an eye towards solutions. You will have the opportunity to lead multiple projects that rely on your ability to build relationships and listen to the needs of stakeholders. As our Strategic Projects Administrator, you will need to stay motivated, informed, and focused as you facilitate working groups and drive innovation.


Your initial opportunity will include facilitating and managing the Modern & Mobile Workplace Project for DSHS, an enterprise-wide effort to establish a long-term telework strategy in our Department's journey to becoming an employer of choice.  Another major initiative this position will manage includes leading change management efforts within HRD as we navigate the directives of the One Washington Business Transformation Program as it related to activities to modernize our HR systems and functionalities in the years to come.


Some of what you'll do: 

  • Lead and implement a wide-ranging portfolio of business projects across the Division that directly impact the deployment of DSHS resources
  • Lead change management efforts
  • Develop, implement, and maintain commonly accepted project management tools, including, plans, documents, and procedures
  • Coordinate and facilitate groups of diverse internal and external stakeholders/customers
  • Design and administer projects and other processes
  • Lead and facilitate working groups with the objective of meeting goals outlined in the newly developed strategic plan
  • Determine communication strategies that inform leadership, our employees (both HRD and department-wide), and the public about HRD's services, goals, and performance
  • Coordinates the ongoing data collection, monitoring, and analysis of performance measures


What we're looking for: 

  • Expert knowledge in portfolio management, project management, strategic planning, budgeting, organizational change management, Lean/continuous process improvement, communications, consulting, and customer relations
  • Demonstrated experience in business process improvement in multiple industries, showing both visionary leadership as well as timely tactical deliverables
  • Practical people management experience including the ability to influence others and lead workgroup efforts to reach business objectives
  • Track record of successful implementations that deliver value to the business, resulting in measurable business outcomes, while demonstrating business acumen and the ability to express process improvement work in terms of business value
  • Organizational change management initiatives that show evidence of innovative outcomes, not just efficiency outcomes
  • The ability to organize and prioritize work while balancing competing priorities
  • Proven track record of building consensus and forming coalitions, negotiation, and diplomacy
  • Driven producer, capable of delivering highly original work products and services under tight deadlines


Who should apply:

  • Professionals with a Bachelor's degree in human resources management, organization development, applied behavioral sciences, business administration, or related field

A comparable combination of education and experience is acceptable


  • Five years of experience in
  • Leading and facilitating organizational change management and process improvement
  • Strategic planning within an enterprise-level organization
  • Project and portfolio management

Or a comparable combination of graduate education, training, and experience.
