We are looking for a .NET App Developer to join our dynamic team. The right candidate will have experience with .NET and/or SQL, knowledge of application development principles, concepts, and technologies, and the ability to develop creative solutions.

The Opportunity:

Are you an IT professional who enjoys problem-solving in a complex and challenging environment? We need your skills on our App Development team! This group designs, develops, configures, maintains, and optimizes a broad range of robust, scalable applications, systems, software, interfaces, and tools in support of the agency's mission and business objectives. This .NET developer is responsible for supporting and maintaining the Social Service Payment System, a highly complex collection of financial, tax, and payment systems centered around the core application known as SSPS. These systems collectively provide accurate and timely payment of almost a billion dollars annually to over 22,000 providers who care for the most vulnerable children. In business-specific terms, this position helps ensure authorized recipients of Social Service payments receive their payments in accordance with all timelines, rules, and regulations.

Some of what you'll get to do:

Creating, upgrading, maintaining, enhancing, testing, and replacing existing applications using one or more of the following: Bootstrap, JavaScript, Knockout, jQuery, Razor, AJAX, Java, ASP.NET MVC, Entity Framework, Reporting Services, MS SQL Server, Microsoft >NET C#, Transact Structured Query Language (TSQL), HyperText Markup Language (HTML). (Applications supported include state-wide, 24/7 operations, mission-critical internal and external facing applications.) Participate in iterative process improvements regarding the System Development Life Cycle (SDLC).
Design and develop interfaces with business partners (state agencies as well as third party).
Use software development methods and tools to integrate and support custom-off-the-shelf (COTS) software and services. Coordinates with vendor technical staff to implement system upgrades and enhancements.
Evaluates COTS software and Software as a Subscription (Saas) solutions to make "build or buy" decisions to integrate, and/or accelerate development of new and existing systems.
Recommend, design, and develop technical solutions.
Collaborate with DevOps teams to ensure regular, controlled deployment of updates to existing database-driven applications.
Decompress high-level business and user requirements into functional requirements, specified in an appropriate level of detail for both product owners and technical staff.
Troubleshoot and resolve complex application, interface, and data-related issues.
Ensure security and privacy requirements are met.
Monitor health and function of applications, reacts, and responds to problems.
Embrace agile software development principles and values.
Mentor and coaches less senior developers.
Participate in technical reviews to include design reviews, code reviews, technical and functional documentation reviews, and security audits; develops solutions for corrections as necessary.
Resolve incidents for stakeholders, customers, and partners by pragmatically working through the incident's possible origins until a cause is identified and mitigated or resolved.

Required knowledge, skills, and abilities:

Expert knowledge of Microsoft Visual Studio, C#, and Microsoft Team Foundation Server.
Expert knowledge of unit testing tools, object-oriented design, the .NET framework, and T-SQL.
Working knowledge of DevOps concepts related to configuration management, automated testing, continuous integration, and continuous delivery.
Working knowledge of Microsoft operating systems, software, networks, and servers.
Ability to actively participate in team meetings and discussions.
Ability to maintain the confidentiality of information accessed or discussed in performing the work of this position.
Analytical / Reasoning skills - able to examine complex systems to grasp issues, draw conclusions, and solve problems.
Communication skills - able to conveys ideas and facts orally and in writing or using presentation tools using language the audience will best understand.
Consulting skills - able to work as part of a team to identify and resolve complex issues.

Results focus and Initiative - focuses on results and desired outcomes and how to best achieve them.

Required Qualifications:

Five or more years of information technology experience such as developing, consulting, analyzing, designing, and/or maintaining computer software applications, directing projects, providing customer or technical support in information technology; OR a Bachelor's degree or higher in Computer Science or closely allied field.
Four or more years of progressively more complex problem solving experience as a developer designing, developing, or maintaining large-scale applications with mission-critical business functions using .NET C#; SQL Server, SQL Reporting Services, Transact SQL, Web-based programming, and supporting tools.
Expert knowledge of application development principles, concepts, technologies, current industry standards, and the Microsoft technology stack including Windows, Visual Studio, IIS, .NET C#, SQL, TFS, SharePoint, etc.
Working knowledge of Agile values and principles as they apply to application development.
Working knowledge of Scrum development methodologies, artifacts, and traditions.
Working knowledge of DevOps concepts.

Desirable/Preferred Skills:

Experience maintaining and supporting IT applications in a 7 day a week/ 24 hour a day availability situation.
Agile Training or Certification.
.NET Developer training or certification.
Experience in SCRUM, Agile, and iterative development processes.
