These COVID Systems Maintenance & Developmentpositions develop and support enterprise wide application solutions. They perform technical level work related to Application services (including Application Development, Data Management, System Administration, and IT Architecture) in supporting the systems under their direct area.

These positions are responsible for managing applications on a platform of technologies that is used across the agency to support our COVID response. This platform can be used to develop additional applications as necessary in order to adequately ensure the needs of Department of Health (DOH) are met.

In addition, these positions are responsible for ensuring the applications being supported meet applicable state/federal security standards andare secure and stable.These positions must understand complex business problems and provide a wide range of solutions that meet customer requirements.

TheCOVID Systems Maintenance & Developmentpositions use their knowledge of other group's requirements (such as network, security and internal policy requirements) to determine how best to implement new or modify existing services to the agency.These positions will use existing knowledge of IT disciplines in planning, designing, implementing and maintaining applications development solutions.

Health Technology Solutions (HTS) is the central organization within the Department of Health (DOH) that serves the Information Technology (IT) needs of over 1,850 employees and 420+ internal and external IT systems. DOH has five program divisions - Environmental Public Health, Disease Control and Health Statistics, Health Systems Quality Assurance, Prevention and Community Health, Emergency Preparedness and Response (EPR) - plus agency central administration (AWO). HTS is led by the DOH Chief Information Officer (CIO) who reports to the Chief of Staff.

This recruitment is for multiple full-time, project IT Application Development - Journey positions. These project positions are currently funded through July 31, 2023.

The duty station for this position is Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities.

Required Qualifications

Option 1: A Bachelor's degree or higher, in an Information Technology program or closely related field AND four (4) or more years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

OR

Option 2: An Associate's degree or higher in an Information Technology program or closely related field AND six (6) or more years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

OR

Option 3:Eight (8) or more years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

AND

Three (3) or more years (full-time equivalent) of professional experience in the software development field.

Experience above must include the following and can occur concurrently:

* Using Microsoft Visual Studio and other Software Development tools to develop and maintain division or agency level systems.

* Evaluating requirements, estimating development times, designing, developing, testing, implementing and maintaining .NET applications and web services, WCF, C#, .NET Framework, ASP.NET, MVC, Web Forms, JavaScript, JQuery, AngularJS, T-SQL using Software Management tools such as Team Foundation Server (TFS).

* Using Microsoft SQL Management tools to develop and maintain back-end codes and database objects.

When approved to return, the incumbent is expected to report to the duty station for work activities. * Standard work hours of Monday - Friday from 8 a.m. to 5 p.m. Alternate work schedule options may be available with supervisor approval. * Occasionally work in excess of 40 hours per week or outside of normal hours which may include evenings and weekends. * Occasionally travel, either alone or with another person. Travel is typically local or regional to meet with clients, conduct business, or attend or provide training. * Legally operate a State or privately-owned vehicle or provide alternative transportation.
