Power of a Job:  The Information Technology Services Division (ITSD) improves our business by providing innovative IT support and services. The Unemployment Tax and Benefits (UTAB) team is looking for multiple levels of Application Developers (Entry, Journey, and Lead - Senior/Specialist) to support the UTAB system. This system is an integrated COTS solution based on Fast Enterprises' GenTax, that enables efficient and effective Unemployment Insurance (UI) program administration by providing applications and reports to statewide users across multiple agencies. These roles also support the agency's mission and goals by ensuring the UI benefit systems continue to pay timely benefits as job seekers claim unemployment during their job search and career transitions.

Salary ranges for these levels are:

  • Application Developer - Entry:  $68,700 - $90,120 annually depending on qualifications.
  • Application Developer - Journey:  $73,848 - $96,888 annually depending on qualifications.
  • Lead Application Developer - Senior/Specialist:  $85,476 - $112,176 annually depending on qualifications.

In these Application Developer roles, you will have increasing responsibility based on your level of expertise. Your technical knowledge and skill will support the Unemployment Tax and Benefits (UTAB) system and related interfaces. You will be relied upon to design, develop, solicit, analyze, and document business requests, prepare prototypes for solutions, write code, and configure features in GenTax. As you perform and participate in gathering and discovering requirements for system changes, you will adhere to ESD's software development and project management methodologies. You will also collaborate with other technical staff as you plan and execute tests and perform technical support and maintenance activities.

PLEASE NOTE:   At the Lead (Senior/Specialist) level - you will assist and mentor other developers, lending your expert technical support through troubleshooting and training, and work in partnership with the supervisor and other leads to identify skill gaps and/or challenges, and propose training, assignments or other remediation.

Application Developer - Entry 

  • Bachelor's Degree in Computer Science or closely related field 
  • OR Four (4) years of IT experience with:
  • Service-oriented design and development using C#, VB.Net and SQL.
  • Demonstrated testing skills that may include unit testing, requirements testing, user testing, load testing, functional, performance/load testing and regression testing.
  • Continuous development of skills related to new tools and techniques related to application development, maintenance, and support.

  • OR a combination of education and/or experience.

Application Developer - Journey

  • Bachelor's Degree in Computer Science or closely related field 
  • AND Two (2) years of IT experience with:
  • Service-oriented design and development using C#, VB.Net and SQL.
  • Demonstrated testing skills that may include unit testing, requirements testing, user testing, load testing, functional, performance/load testing and regression testing.
  • Continuous development of skills related to new tools and techniques related to application development, maintenance, and support.

  • OR a combination of education and/or experience.

Lead Application Developer - Senior/Specialist

  • Bachelor's Degree in Computer Science or closely related field 
  • AND Three (3) years of IT experience with:
  • Service-oriented design and development using C#, VB.Net and SQL.
  • Demonstrated testing skills that may include unit testing, requirements testing, user testing, load testing, functional, performance/load testing and regression testing.
  • Continuous development of skills related to new tools and techniques related to application development, maintenance, and support.

  • OR a combination of education and/or experience.

Education to Experience Equivalences:

Associate Degree = 2 years | Bachelor's Degree = 4 years | Master's or Higher = 5 years

Desired Qualifications:

  • Experience supporting production systems. 
  • Experience with Fast Enterprises' GenTax solution.

Additional Requirements:

  • Final external candidates must be able to pass the Unemployment Insurance (UI) Fraud Check.
