Job Description:

The Application Development Supervisor is the expert for Health Technology Solutions (HTS) related to Data Interoperability for Health Information that flows into the department. As electronic Health Information Exchange (HIE) data is a key component for transmitting information into and out of the Department of Health (DOH), this position is responsible for ensuring our systems operate seamlessly with this data.  The use of key systems that operate with our partner organizations must be architected, configured and managed.

In this position, you'll manage staff and work with our internal and external stakeholders to ensure our systems are kept up with current technologies and managed appropriately. This includes independently developing, architecting, designing, testing, implementing and maintaining multi-dimensional web enabled information systems used to provide, manage, monitor and assess data required to make informed decisions at the enterprise, division and business unit level.  This position also supports enterprise wide platforms that are used to integrate the data systems into our health processing for the purpose of surveillance and pandemic response.

Many of these are critical to agency business functions with a primary focus on Public Health, Disease Control and Health Statistics and reporting of these activities to other state, local and Federal agencies, administering the DOH mission critical functions of collection, management and distribution of data pertaining to public health. The enterprise public health systems, that this position supports, have impacts across the multiple divisions within DOH and integrate with various systems to support critical public health functions.  

This position envisions, designs, recommends and implements architectural applications for mission critical, complex systems and applications for the agency.  It recommends technical solutions to management and executive leadership and ensures that application and system architecture is logically consistent within the principles, policies and standards established by DOH.  This position leads the architectural process, which involves ongoing development and maintenance of DOH's application architecture framework that aligns with agency and statewide direction.

This position is part the team that is responsible for the implementation and management of various systems and the data that supports the Department of Health and Statewide response to the COVID-19 pandemic. The impact of these systems and the data supported is across the department, across the state and at the federal level. Impact is to the general public, Local Health Jurisdictions, laboratories, hospitals, clinics and the Centers for Disease Control and Prevention. The team will be working with various vendors and other state agencies as necessary to support this work.

This is a full-time permanent IT Application Development - Senior/Specialist within HTS, Applications and Data Services (ADS)

HTS provides technology solutions and management in support of the agency's mission, strategic plan, and the agency's IT Portfolio.  The Office ADS provides high quality technology services by developing and implementing reliable IT systems, providing and supporting mechanisms for collecting, managing, and presenting data to ultimately maximize its usefulness for public health decisions and business functions.

Duties Include

  •    Managing the use of Rhapsody message engine to support Agency goals and objectives by coding and working within the constraints of the Interoperability engine.
  •    Designing, developing, testing, implementing, administering, or maintaining agency and  business unit web applications that interact with databases, web services or data warehouses from software requirements specifications and other related business analysis artifacts using Java, C, C#, JQuery, .NET Frameworks and MS-Office products.
  •    Applying advanced technical knowledge and considerable discretion to evaluate and resolve complex tasks.
  •    Providing leadership, mentors and educating management and technical staff on issues related to application architecture.
  •    Providing strategic planning, holistic system design and developing and documenting system architecture.
  •    Managing the data migration and data validation processes for major IT initiatives that require the consolidation of existing data structures into newly formed data structures in support of current and future IT applications.
  •    Utilizing DBMS software (SQL Server, MS Access) to design, develop, & maintain relational databases & applications using simple to highly complex Transact-SQL queries and statements.
  •    Compiling simple to highly complex stored procedures, user defined functions, and queries using T-SQL syntax that are well-structured and re-usable.
  •    Solving highly complex IT problems, including defining & analyzing the problem, identifying & testing solutions, choosing, devising & implementing the best solution, documenting the changes in the agency configuration management tracking system and evaluating the outcome.
  •    Supervising a staff of IT professionals which including providing coaching, planning, assigning and monitoring workloads.

Required Qualifications

  •    Option 1: A Bachelor's degree or higher in Information Technology program or a closely related field; and seven (7) years of professional experience in one (1)  or more of the following IT disciplines: IT consulting, applications architecture, systems development, systems analysis, database management, server management.  

OR

  •    Option 2: An Associate's degree or higher in Information Technology program or a closely related field; and nine (9) years of professional experience in one (1) or more of the following IT disciplines: IT consulting, applications architecture, systems development, systems analysis, database management, server management.  

OR

  •    Option 3: Eleven (11) years of professional experience in one (1) or more of the following IT disciplines: IT consulting, applications architecture, systems development, systems analysis, database management, server management.

And

  •    Five (5) or more years of experience as developing and implementing application solutions within a complex distributed environment.
  •    Three (3) or more years of progressive professional experience in the software development field.  
  •    Two (2) or more years of experience as an IT supervisor or team lead.
  •    One (1) or more years of professional experience in the Integration/Installation and support of Orion Rhapsody and API Development and Integration.
  •    Experience in the following:

o    Using MS-Visual Studio Development tools to maintain and develop agency or corporate level systems.

o    Designing, developing, testing, implementing and maintaining C#, .NET Frameworks, using tools such as Team Foundation Server (TFS) or other source control tools.

o    Developing and testing MS-SQL 2005/2008/2012 Transact SQL statements

o    Managing/configuring Internet Information Services (IIS).

o    Experience working with relational databases

o    Interpreting user requirements and software design documentation to be used for software development.
