Job Description:
The Washington Health Benefit Exchange is a public-private
partnership that operates the WAPlanfinder mobile app and
Washington Healthplanfinder, the eligibility and enrollment portal
used by one in four Washington residents to obtain health and
dental coverage. Through Washington Healthplanfinder, individuals
and families can compare and enroll in health insurance coverage
and gain access to financial help and public programs like
Washington Apple Health.The mission of the Exchange, a state-based
marketplace, is to radically improve how Washington residents
secure health insurance through innovative and practical solutions,
an easy-to-use customer experience, our values of integrity,

SUMMARYThe Navigator Program is a statewide consumer assistance
program that provides one-on-one, in-person support and assistance
to consumers interested in learning the options available,
completing an application, and/or enrolling in health care coverage
through Washington Healthplanfinder. The Navigator Program
contracts with organizations throughout the state to deliver
navigator services in a designated geographic area. Contracted
partners are responsible for building a network of community
partners best suited to deliver navigator services, assuring
navigators meet program requirements, and providing user and system
support to navigators in the service area. Contracted organizations
also coordinate outreach activities in the service area. The
Outreach Contracts Administrator will be a key point of contact for
contracted organizations related to contract management,
administrative policies, procedures or requirements, invoicing and
payment, and reporting.

DUTIES AND RESPONSIBILITIESContract ManagementThis position has
primary responsibility for coordinating Communications Department
and navigator program contracting and serves as the point of
contact for contractors.* Coordinates competitive contract
procurements related to navigator program services and storefronts,
including drafting and publishing the solicitation documents,
assuring all required steps and deadlines are met, serving as the
key contact and managing vendor questions, conferences, and
communications.* Works closely with HBE Legal/Contracts and Finance
on navigator program and storefront contract matters.* Recruits
individuals inside and outside HBE/Communications who can
objectively rate solicitation submissions, prepares rating
documents and instructions, receives completed rating documents,
and compiles results.* Drafts contracts, contract amendments,
agreements, and statements of work related to navigator and
storefront program services. Works with the program manager and HBE
Legal Department to finalize contracts.* Responds to inquiries from
potential partners to explain program requirements and facilitates
application to the correct program/designation
(contractor/partner/certified application counselor (CAC).*
Maintains electronic contract/agreement files with all pertinent
documents.* Receives deliverables and processes contract payments,
coordinating with HBE Finance as needed. Follows up with contracted
organizations if required reports or documents are outstanding.*
Escalates contract issues through manager when appropriate.
Navigator Program AdministrationThis position supports the manager
by assuming responsibility for various aspects of navigator program
administration.* Establishes program objectives, timelines and work
methods related to contract management, reporting, and various
aspects of program administration.* Plans and arranges quarterly
meetings between navigator program staff and contracted
organizations, including scheduling and attendance, coordinating
with a vendor to secure meeting space, food and beverages, and
logistics such as technology needs, room set up, parking, payment,
etc. Records issues and decisions during the meeting.* Maintains
lists of contracted organizations, partner organizations, and
Certified Application Counselor organizations, including key staff
and contact information. * Assists with navigator-related online
meeting and webinar scheduling and arrangements.
Navigator Expenditure and Performance ReportsThis position is
responsible for navigator reports related to program expenditures
and contract performance. * Maintains reports of all contract and
program expenditures. Provides information and updates on program
expenditures upon request and consults with Finance to resolve
discrepancies.* Collaborates with the HBE Data and Reports team to
produce and publish a variety of activity reports related to the
navigator program.* Produces monthly enrollment reports for each
contracted navigator organization and storefronts to report
application and enrollment results of each contracted partner and
their subcontractors/partners.* Produces monthly reports for tribal
assister application and enrollment results.* Produces monthly
reports for individuals determined ineligible for Medicaid due to
income and sends lists to contracted organizations for QHP follow
up by navigators.* Produces other application and enrollment
reports upon request.
QUALIFICATIONSRequired:* Bachelor's degree AND two years'
experience in client relationship management, contract development
and administration, customer service, communications, and/or
delivery or another related field. Note: Experience may substitute
year for year of education. * Exceptional attention to detail.*
Advanced skills and experience in the use of Microsoft Office
software (specifically: Word, Excel, PowerPoint, and Outlook) and
Adobe Acrobat.

punctuality.* Demonstrated ability to accept personal

to plan and coordinate tasks on a regular basis.* Experience
working in a fast-paced environment while effectively managing
multiple assignments.* Ability to communicate professionally
through written and verbal means. * Ability to maintain
confidentiality.

SALARY INFORMATIONThe posted salary is the new hire range of
consideration. Full salary range is from $61,395.00 - $85,662.00.
Offer will depend on qualifications.
WORKING CONDITIONSCore business hours are 8:00 a.m. to 5:00 p.m.,
Monday through Friday. Travel requirements will be limited to local
travel, however there may be occasions were an employee is required
to travel and work irregular hours to attend meetings or trainings.
