The Washington Health Benefit Exchange is a public-private partnership that operates the WAPlanfinder mobile app and Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. SUMMARY The Analytics Leader leads enterprise reporting and analytics for the Exchange. This position ensures ongoing reporting and analytics are created and prioritized to maximize HBE’s ability to identify and meet customer needs through better data and analytics. The position provides strategic direction and develops data strategies and processes for data governance, management and technology that support enterprise reporting and analytics. This position will collaborate with HBE leadership and staff, and external partners in developing and advancing HBE’s data strategy to improve health coverage, affordability, care, equity, and health outcomes. DUTIES AND RESPONSIBILITIESDevelop Enterprise Data Strategy. Provide key strategic direction to build and oversee how the Exchange prioritizes, maintains and applies analytics to support and influence Exchange business requirements, goals, and initiatives.  Develop and champion strategic data initiatives that identify opportunities to use existing or new data to meet organizational objectives and inform new ones.  Identify and understand trends and developments within HBE and impactful to state exchanges.Oversee new and ongoing comprehensive data analytics capabilities to ensure business decisions can leverage timely analytics that are standardized with minimum unwarranted variation in data products. Plan and coordinate projects and resources to support policy research, organizational measures, and data driven analysis. Collaboratively define criteria that facilitate prioritization of analytic products.Improve Exchange’s analytic capacity. Drive improvement in data quality, data analysis and connection between analytics and support of business requirements and needs. Work closely with Information Technology, Operations, and Communications departments to develop enterprise wide vision for data activities including analytic product ownership,, standardization, accessibility, and governance. Lead efforts to increase integration and use of data and analytics through industry leading technology and application of best practices. Apply expertise to promote use of data management and analytic practices and identify areas to grow new competencies. Mentor key staff with data and analytic responsibilities and skills and lead interdepartmental teams with diverse roles and skills to achieve results while fostering a positive, team environment.Define and implement analytic models to support use cases that leverage the power of predictive analytics.Collaborate with all teams to ensure data needs are addressed and required data is modeled and availableOther duties as assigned. QUALIFICATIONS Required: Master’s degree in business administration, public administration, statistics, public policy, public health, sociology, psychology, math, computer science, or closely allied field. NOTE: Bachelor’s Degree and qualifying experience may substitute year for year for education.Ten years‘ experience in senior analytic, data science, clinical informatics, or business intelligence role. Must be highly skilled in design, development and validation of descriptive, predictive, prescriptive, and applied analytics.Seven years’ experience in reporting, business analyst, or related role with experience providing consultation to executive management and demonstrated experience formulating strategy, driving change and influencing decisions based on data products.Five years’ experience leading cross functional teams to develop and deliver enterprise wide program, initiative, or projects.Solid experience or familiarity with data mining techniques and tools with large databases.·      Experience in integrating complex, cross-corporate processes and data models, and/or designing strategic metrics and dashboards. ·      Analytics. Bring a keen understating of how to leverage technology and data analytics tools to resolve real-world business challenges. Understand and relay complex business issues and objectives and data-related implications. Creatively and proactively identify, define and solve problems.   Demonstrate innovation in using visualization tools and techniques.·      Leadership. Possess strong leadership skills, handle conflict and navigate competing priorities. Build relationships and move cross-functional groups, executives and stakeholders in a unified direction tied to strategic goals. Sustain initiatives through integrated change management strategies. Generate creativity and innovation within team or teams to achieve objectives.·      Communication. Excellent written, verbal and visual communication skills that translate and clarify business information, issues and objectives into responsive analytic products. Engage and collaborate with stakeholders, leadership, partners and staff.  Strong collaboration and communication skills are required for responsive and effective data analytic products. Identify needs of customer/audience and tailor messages in a clear, concise, unambiguous, engaging, and convincing manner, understandable by technical and non-technical audiences.·      Accountability.  Enjoy focusing on results, be a highly creative, critical and strategic thinker, and foster a collaborative setting. Be highly organized, with an ability to work on multiple simultaneous projects and meet tight deadlines and have flexibility and resourcefulness during times of uncertainty and stress. Preferred: ·      Ph.D. in computer or data science, statistics, economics, information technology, public administration, public health, sociology or related field. ·      Five years’ management experience·      Possess substantial operational experience·      Experience working in an agile environment, preferably serving in product owner or similar role; and familiarity with lean and continuous improvement concepts such as PDCA·      Experience with health or related insurance, health care financing, state or public health care programs, all payer claims databases, social determinants of health, or value-based purchasing.·      Experience with multiple data platforms and technologies and approaches including: Data management (Microsoft SQL Server, Cloudera), Integration (informatica), Visualization (Tableau), Advanced Analytics (Python, R, SAS, SQL) and similar types of technology. WORKING CONDITIONSCore business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings.
